The kingdom of Lesotho has received financing in the amount of US$50 million IDA Credit equivalent from the World Bank toward the cost of the Accelerating Sustainable and Clean Energy Access Transformation (ASCENT) – Lesotho Project, and it intends to apply part of the proceeds to payments for goods, works, non-consulting services and consulting services to be procured under this project.
| Public Disclosure Authorized | Public Disclosure Authorized | Public Disclosure Authorized | Public Disclosure Authorized The project will support expansion of electricity access through the following components aligned with the Multi-Phase Programmatic Approach (MPA) pillars: Component 1: Increasing Access to On-Grid Electrification • MPA Pillar: Pillar 2 – Expanding Grid Electrification Allocation: US$40 million Component 2: Off-Grid Energy Access Pilot • MPA Pillar: Pillar 3 – Scaling up Distributed Renewable Energy and Clean Cooking Allocation: US$5 million Component 3: Technical Assistance and Project Management • MPA Pillar: Pillar 1 – Regional and National Platforms to Accelerate Energy Access Allocation: US$5 million Project Targets • Target Household Connections: 39,722 • Current Progress: 0% Procurement Activities Procurement under this project is expected to include: Works • Grid extension infrastructure • Electrification networks and household connections Goods • Solar home systems Non-Consulting Services • Installation services • Logistics and operational support Consulting Services • Feasibility and technical studies • Engineering design and supervision • Project management and capacity building • Monitoring and evaluation Procurement of contracts financed by the World Bank will be conducted through the procedures as specified in the World Bank’s Procurement Regulations for IPF Borrowers (July 2016, Seventh Edition - September 2025) Procurement Regulations, and is open to all eligible firms and individuals as defined in the Procurement Regulations. After project negotiations, the World Bank shall arrange the publication on its external website of the agreed initial procurement plan and all subsequent updates once it has provided a no objection. Procurement methods will include, inter alia: • Request for Bids (RFB) • Request for Proposals (RFP) • Request for Quotations (RFQ) • Direct Selection, where appropriate Specific procurement notices for contracts subject to open international competitive procurement will be announced, as they become available, in World Bank external website, National newspapers and official government websites 1 Insert as applicable.
