GENERAL PROCUREMENT NOTICE (GPN)

The Government of the United Republic of Tanzania has applied for financing in the amount equivalent of US$ 117 million from the World Bank towards the Tanzania Scaling-Up Sustainable Marine Fisheries and Aquaculture Management (TASFAM) and it intends to apply part of the proceeds for payments for goods, works, Consultant services and non-consulting services to be procured under this Project.

The project has been designed to address immediate needs identified in Tanzania’s Development Vision 2025; Zanzibar Development Vision 2050; the Third National Five-Year Development Plan 2021/2022 - 2025/2026. The proposed project also will contribute directly to the Government’s National Strategy for Growth and Reduction of Poverty (NSGRP) and Zanzibar Strategy for Growth and Reduction of Poverty III (ZSGPR),

The Project will be carried out jointly by three Procuring Entities – the Ministry of Livestock and Fisheries (MLF) Mainland Tanzania, the Ministry of Blue Economy, and Fisheries (MBEF) Zanzibar, and the Deep-Sea Fishing Authority (DSFA). Available procurable opportunities are provided hereunder::

Ministry of Livestock and Fisheries (MLF)

A. Goods

• Install 30 mooring buoys and 30 demarcation buoys to snorkeling and diving sites in 4 MPAs at MIMP, MBREMP, TACMP, and DMRS

• Motor vehicles: Station Wagons, Pick Ups, Mini Buses, Mobile cinema, Van with Accessories

• Procurement of scientific equipment and facilities at TAFIRI, NMRC, FETA, Dar Fish Quality Lab, Fishing Vessel lab, and QC Centre

• Procurement of a practical training fishing vessel with 3D Full mission bridge fishing Ship Simulator for FETA Mbegani, Bagamoyo

• Supply of strategic investment inputs to fishing groups (improved fishing, fish handling, processing, marketing)

• Supply of strategic investment to the seaweed value chain (seaweed production, handling, transport, processing machines &marketing) to seaweed farming groups in coastal districts

B. Works

• Construction of 4 seaweed warehouses in the Mtwara, Lindi, Tanga, and Pwani regions

• Construction and facilitation of TAFIRI Dar Centre Administration Block, Conference Centre, and Museum

• Extension of the National Mariculture Resource Centre (NMRC) Kunduchi Dar es Salaam

• Construction of Fisheries and Aquaculture Coordination Centers at Tawalani Tanga and Lindi Regions

• Construct 4 Visitor Centers, 1 Accommodation Centre, and 8 Eco Lodges in 4 MPAs: MIMP, MBREMP, TACMP, and DMRS

• Construction and facilitation of fish landing Sites at Miseti-Mikindani, Shuka-Mtama, and Kisiju Pwani

• Construction and facilitation of the new administration block/fishing process building and small business building at Bagamoyo fishing Market .

• Construction of Landing Site and Fish Market at Mchinga in Lindi Region

• Construction/installation/ commissioning of Sardine and Small Pelagic fish processing plant at Pangani District.

C. Consultancy Services

• To develop the Standard Operating Procedures (SOPs) with the Grievance Redress Mechanism (GRM) System for MPAs

• Consultancy Services to Conduct the Feasibility Study for Ecotourism Investment in Marine Parks and Reserves Areas in Tanzania

• Consultancy Services to design and supervise TAFIRI construction (Administration Block, Museum, and Conference Centre) and Kunduchi NMRC

• Consultancy service to supervise the construction of the fish market and landing sites at Mchinga 1 in Lindi Region

• Development of ESMP Document for design and supervision of construction of fish market and landing sites at Mchinga I in Lindi Region, and Sardine and Small Pelagic fish processing plant at Pangani District

• Development of the integrated technical/feasibility and business plans for long-term management of the markets and landing sites, develop a small and medium pelagic fishing Management Plan, develop the Reef Fishes Management Plan, develop the Marine Sport Fishing Management Plan.

• Development of the integrated technical/feasibility and business plans for long-term management of the markets and landing sites

• Lab equipment maintenance, method validation, proficiency testing, and accreditation Dar Fish Quality Laboratory to ISO standards

• Development of ESMP document for silver pompano, ornamental fish, and rabbit cage culture farms along the NMRC – Kunduchi

D. Non Consultant Service

• Supply of prototype outboard/onboard fish handling materials to fish landing sites along the coast of the Indian Ocean (design, supply, installation, and training)

Ministry of Blue Economy and Fisheries (MBEF)

A. Goods

• Procurement of 9 boats.

7 Patrol boats - DMC (Catermarine -1 MIMCA, 1 MBCA, 2 New MCAs, 1 HQ, and Rubber boats -1 CHABAMCA and 1 PECCA)

Lot: 2

Procurement of two (2) Research Boats - ZAFIRI

• Supply and Installation of demarcation, Mooring, and mark buoys in 5 MCA’s (MBCA, MIMCA, PECCA, CHABAMCA, TUMCA) existing and new 2 MCAs (East and West of Pemba)

• Procurement of ZAFIRI Laboratory reagents and equipment, Unguja.

• Procurement of 25 (23 field Vehicles and 2 Freezer tracks).

• Procurement of equipment/accessories for Benthic Monitoring and Research activities (Underwater Camera, Diving equipment, etc.).

• Procurement of seaweed Farming and Processing inputs incl. drying racks at 84 Shehias (51 Unguja and 33 Pemba)

• Procurement of Fisheries Production Boats building, Fishing Vessel, inputs and Value addition equipment’s/ facilities).

B. Works

• Construction and operationalize of 2 Offices and 6 field posts MCAs buildings

• Construction and Operationalization of Nyangumi House and ZAFIRI Offices Buildings- Unguja.

• Construction of the Fisheries and Aquaculture Training Institute at Shumba and extension with the operationalization of Jodari – Pemba.

• Construction and operationalization of the boat ramp at Fumba.

• Construction and operationalization (equipment of Processing and storage buildings:

Lot:1 - Seaweed value addition and marketing Units at Muungoni (including warehouses).

Lot:2 - Two (2) Warehouses for Anchovies at Fungurefu.

Lot:3 - Four (4) Warehouses for Seaweed at Tumbe, Chokocho, Kiuyu, Mbuyuni, and Pongwe.

• Lot 4: Construct and operationalize 2 fish landing sites at Kizimkazi and Unguja Ukuu.

Lot 5: Construction of ZAFICO Wharf at Malindi Unguja.

C. Consultancy Services.

• Consultancy services to carry out Microspatial planning and zonation of potential areas for Mariculture and Fishing within the Marine Conservation Area (CCA)

• Consultancy services for review design, bidding document, BOQ and construction supervision to 2 Offices and 6 field posts MCAs (2PECCA, 1TUMCA, 2MIMCA and 1MBCA).

• Consultant service for Conduct feasibility study on sports fishing practice inclusive development of guidelines.

• Consultant service to Upgrade and Operationalize Monitoring and Information System (MIS) for DFAD and DMC.

• scaling up small pelagic fishery research, Octopus fishery research, Coral reef fishery research, tuna and tuna-like research incl. Narrative tuna

• Consultant service for Conduct a Feasibility study on the social economics of Fisheries and Aquaculture.

• Consultancy services on Supervision for construction of Warf and 2 fishing landing sites (Kizimkazi and Unguja Ukuu).

• Consultancy services for Development of PPP business model and investment for ZAFICO partnership on Wharf at Malindi.

Deep Sea Fishing Authority (DSFA)

A. Goods

• Supply and installation of the Drone and its accessories for EEZ air surveillance

• Supply and installation of long and short-range radios for the MCS Centre at DSFA to ensure effective communication with licensed and flagged fishing vessels, enhancing coordination, monitoring, and enforcement capabilities

• Supply and installation of a tracking system for local fishing vessels targeting tuna and tuna-like species aimed at increasing monitoring, compliance, and data collection as mandated by RFMOs (including IOTC)

• Supply of Vehicles for DSFA

• Supply of Material Information for DSFA

• Supply of Communication Equipment for DSFA

B. Works

• Renovation of DSFA building at Fumba, Zanzibar Tanzania

C. Consultancy Services

• Consultancy service to develop National Ocean Governance Policy & Strategy

• Consultancy service to develop Climate Change Adaptation Framework for EEZ fisheries, focusing on enhancing the resilience of fisheries to climate impacts through adaptive management strategies, ecosystem-based approaches, and sustainable resource use practices.

• Consultancy to develop a Catch Documentation Scheme (CDS) to improve tracking, reporting, and verification of fish catch data, ensuring compliance with sustainability standards and regulatory requirements.

• Consultant for the development of ESMP for the Renovation of the DSFA Building at Fumba.

D. Non Consultant Services

• Aircraft Hiring to conduct aerial patrol for combating Illegal Unregulated and Unreported fishing practices (IUU)

• Annual Subscription Fees of Automatic Identification System-AIS and Vessel monitoring system -VMS Support and Maintenance.

Procurement of Works, Goods, Non-Consulting and Consulting Services Contracts financed by the World Bank will be conducted through the procedures as specified in the World Bank Procurement Regulations for IPF Borrowers” Sixth Edition, March 2025 (“Procurement Regulations”) and is open to all eligible Bidders as defined in the Regulations. After the Project negotiations, the World Bank shall arrange the publication, on its external website, of the agreed initial procurement plan and all subsequent updates once it has provided a no objection.
