Specific Procurement Notice Request for Bids Goods (Two-Envelope Bidding Process) Supply and Delivery of Advanced Low Voltage Current Transformer-operated Energy Meters and 22/33KV Medium Voltage Current- Transformer High Security Energy Metering Solutions RFB No: LR-LEC-556250-GO-RFB Project: Liberia Electricity Sector Strengthening and Access Project (LESSAP II) Purchaser: Liberia Electricity Corporation Country: Liberia Issued on: July 17, 2026 • The Government of Liberia has received financing from the World Bank toward the cost of the Liberia Electricity Sector Strengthening and Access Project 2(LESSAP 2) and intends to apply part of the proceeds toward payments under the Contract Supply and Delivery of Low Voltage Current Transformer-operated Energy Meters and 22/33KV Medium Voltage Current- Transformer High Security Energy Metering Solutions for the Liberia Electricity Corporation (LEC). For this contract, the Borrower shall process the payments using the Direct Payment disbursement method, as defined in the World Bank’s Disbursement Guidelines for Investment Project Financing. • The Liberia Electricity Corporation through the LESSAP PIU, now invites sealed Bids from eligible Bidders for the Supply and Delivery of Low Voltage Current Transformer-operated Energy Meters and 22/33KV Medium Voltage Current- Transformer High Security Energy Metering Solutions for the Liberia Electricity Corporation (LEC) to be completed within a period of 4-6 months. The Request for Bid is) comprising of two lots is as follows:

Bids will be evaluated in accordance with the evaluation process set out in the bidding documents.
