Specific Procurement Notice Request for Bids Goods (Two-Envelope Bidding Process) Country: Uganda Name of Project: Uganda Climate Smart Agricultural Transformation Project Contract Title: Supply of Motor Cycles and Safety Gear Loan No./Credit No./ Grant No.: 7261-UG RFB Reference No.: UG-MAAIF-449167-GO-RFB Issued on :18th March,2025 • The Ministry of Agriculture, Animal Industry and Fisheries has received financing from the World Bank toward the cost of the Uganda Climate Smart Agricultural Transformation Project (UCSATP), and intends to apply part of the proceeds toward payments under the contract for the Supply of Motor Cycles. • Ministry of Agriculture, Animal Industry and Fisheries (MAAIF) now invites sealed bids from eligible bidders for the supply of 1000 Motor Cycles; 3.
Bidding will be conducted through international competitive procurement using a Request for Bids (RFB) as specified in the World Bank’s “Procurement Regulations for IPF Borrowers” 2023 (“Procurement Regulations”), and is open to all eligible Bidders as defined in the Procurement Regulations. 4. Bids will be evaluated in accordance with the evaluation process set out in the bidding documents.
The following weightings shall apply for Rated Criteria (including technical and non-price factors) 70% and for Bid cost: 30 %. 5. Interested eligible Bidders may obtain further information from Ministry of Agriculture Animal Industry and Fisheries, and inspect the bidding document during office hours from 0900 hours to 1700 hours at the address given below.
A pre bid meeting will be held on 11th April,2025 at MAAIF Tent, in Entebbe at 10:00am East African Time with an Online Virtual Meeting using zoom – A link will be shared with all registered bidders prior to the date of the meeting. The bidders who wish to attend the meeting shall register and submit their official email addresses not later than one (1) day to the date of the meeting. 6.
The bidding document in English may be purchased by interested eligible Bidders upon the submission of a written application to the address below and upon payment of a nonrefundable fee of (Uganda Shillings Three Hundred Thousand only (300,000/=). The method of payment will be through the Bank to Uganda Revenue Authority. The document will be sent by email.
- Bids must be delivered to the address below on or before 5th May,2025 at 1100 hours East African Time. Electronic Bidding will not be permitted. Late Bids will be rejected. The outer Bid envelopes marked “Original Bid”, and the inner envelopes marked “Technical Part” will be publicly opened in the presence of the Bidders’ designated representatives and anyone who chooses to attend, at the address below on 5thMay,2025 at 1110hours East African Time.
All envelopes marked “Second Envelope: Financial Part” shall remain unopened and will be held in safe custody of the Purchaser until the second public opening. 8. All Bids must be accompanied by a Bid Security” of Uganda Shillings in the amounts of 200,000,000/= (Uganda shillings Two Hundred Million only or equivalent amount in a freely convertible currency).
The Bid Security shall be valid in accordance with Section-II Bid Data Sheet; ITB 19.1 9. Attention is drawn to the Procurement Regulations requiring the Borrower to disclose information on the successful bidder’s beneficial ownership, as part of the Contract Award Notice, using the Beneficial Ownership Disclosure Form as included in the bidding document. 10.
