THE GOVERNMENT OF MALAWI National Local Government Finance Committee REQUEST FOR BIDS (RFB) Country: Malawi Name of Project: Social Support for Resilient Livelihood Project - (SSRLP -TIDZIDALIRE) Grant No..: /IDA-D5300/ Project ID: P169198 Assignment Title: Supply and Delivery of Startup-up Tools for Youth Challenge Support (YCS) under COMPSIP Reference No.: MW-NLGFC-508663-GO-RFB Date of Issue: 21st August 2025 • The Government of Malawi through the National Local Government Finance Committee obtained financing from the World Bank toward the cost of the Social Support for Resilient Livelihood Project (SSRLP) Project and intends to apply part of the proceeds toward payments under the contract for Supply and Delivery of Start-up Tools for Youth Challenge Support (YCS) under COMPSIP • The National Local Government Finance Committee now invites sealed Bids from eligible Bidders for contract to supply and deliver Start-up tools as follows: |

In all cases, bidders are required to quote for all items in each chosen lot. Failure to do so will make the bid to be considered non-responsive and will be rejected. Evaluation and award will be on the basis of individual lots. • Bidding will be conducted through National Competitive Procurement using a Request for Bids (RFB) as specified in the World Bank’s “Procurement Regulations for IPF Borrowers” “Procurement Regulations for IPF Borrowers” (Revised Procurement Regulations) dated February 2025 using National Procurement Procedures with requirements stipulated in the Procurement Regulations and is open to all qualified and eligible bidders as defined in the Procurement Regulations. • Interested bidders may obtain further information and inspect the Bidding Documents from the National Local Government Finance Committee Offices at the address given in paragraph 9 (a) below from 08.00 Hours to 12.00 Hours and 13.00Hours to 16.00 Hours local time, from Monday to Friday, excluding public holidays. • The Bidding Document in English may be obtained by interested bidders at the address given in paragraph 9 (b) below upon payment of a non- refundable fee of MK20,000.00 or equivalent in a freely convertible currency. The method of payment is cash or bank certified cheque. • Bids must be deposited in a tender box placed at the address given in paragraph 8 (c) below on or before Wednesday, 17th September 2025 at 14:00 Hours local time. Electronic bidding will not be permitted. Late Bids will be rejected.
