Supply and Installation of Cameras and Fire Extinguishers at Karisimbi Store — EAQIP Project

The Government of Rwanda has received financing from the World Bank toward the cost of the Energy Access and Quality Improvement Project and intends to apply part of the proceeds toward payments under the contract for Supply and installation of cameras and fire-fighting extinguisher at Karisimbi store “For this contract, the Borrower shall process the payments using the Direct Payment disbursement method, as defined in the World Bank’s Disbursement Guidelines for Investment Project Financing.” 2.

The Energy Development Corporation Limited (EDCL) now invites sealed Bids from eligible Bidders for Supply and installation of cameras and fire-fighting extinguisher at Karisimbi store. This tender is composed by one Lot. Those materials will be delivered within 6 months to EDCL Kalisimbi Store in Nyabihu District.

• Bidding will be conducted through national competitive procurement using a Request for Bids (RFB) as specified in the World Bank’s “Procurement Regulations for IPF Borrowers” Fifth Edition, September 2023 (“Procurement Regulations”) and is open to all eligible Bidders as defined in the Procurement Regulations. 4.

Interested eligible Bidders may obtain further information from EDCL, procurement@edcl.reg.rw copy to cuwajeneza@edcl.reg.rw and jdruberanziza@edcl.reg.rw and inspect the bidding document during office hours from 09:00 AM to 17:00 PM at the address given below. 5. The bidding document in English may be purchased by interested eligible Bidders upon payment of a nonrefundable fee of 10,000Frw (receipt to be sent by email).

The method of payment will be deposit on the RRA Bank Account opened at any commercial bank. 6. Bids must be submitted through e-procurement system on or before 4/12/2024 at 10:00 am (Local Time). Late Bids will be rejected by the system.

Bids will be publicly opened (automatically) by the system on 4/12/2024 at 10:30am. 7. All Bids must be accompanied by a “Bid Security” of 2,365,200 Rwf issued directly by a bank or a local insurance company.

Swift transaction guarantees are not acceptable 8. Site visit is planned on 20/11/2024 from 11:00am. The meeting point is at Nyabihu District office at 10:00am. 9. Attention is drawn to the Procurement Regulations requiring the Borrower to disclose information on the successful bidder’s beneficial ownership, as part of the Contract Award Notice, using the Beneficial Ownership Disclosure Form as included in the bidding document.
