Contract Title: SUPPLY, INSTALLATION, TRAINING AND COMMISSIONING OF ICT TOOLS AND EQUIPMENT FOR PEOPLE WITH SPECIAL NEEDS AT UNIVERSITY OF DAR ES SALAAM MLIMANI CAMPUS

- The Government of the United Republic of Tanzania through the Ministry of Education Science and Technology (MoEST) has received financing from the World Bank toward the cost of the United Republic of Tanzania Higher Education for Economic Transformation (HEET), and intends to apply part of the proceeds toward payments under the contract [1]for Supply, Installation, Training and Commissioning of ICT Tools and Equipment for People with Special Needs at University of Dar es Salaam Mlimani Campus
- The University of Dar es Salaam now invites sealed bids from eligible bidders for Supply, Installation, Training and Commissioning of ICT Tools and Equipment for People with Special Needs at University of Dar es Salaam Mlimani Campus the quantities are as per the schedule of requirement attached in this bidding document, the equipment are to be installed at the University of Dar es Salaam Mwalimu Julius Nyerere Dar-es-Salaam Mlimani Campus, the equipment are expected to be delivered within Four (4) months from the date of contract signing.
- Bidding will be conducted through the National Competitive Bidding procedures as specified in the World Bank’s Guidelines: Procurement of Goods, Works and Non-Consulting Services under IBRD Loans and IDA Credits & Grants by World Bank Borrowers Fifth Edition of September 2023 (“Procurement Guidelines”), and is open to all eligible bidders as defined in the Procurement Guidelines. In addition, please refer to paragraphs 1.6 and 1.7 setting forth the World Bank’s policy on conflict of interest.
- The Bidding Document is available online on NeST - https://www.nest.go.tz. Bidders will be required to register on the NeST to able to participate in this bidding process. All request for clarification should be sent through NeST and the Purchaser will send Responses to Clarifications, Minutes of Pre-bid Meeting and Amendments through NeST - https://www.nest.go.tz and email notification will also automatically be sent to those bidders who have started working on this bid. The bidders would be responsible for ensuring that any addenda available on the website is also downloaded and incorporated.[2].
- A complete set of Tendering Documents in English and additional sets may be purchased by interested tenderers through the portal and upon payment of a non-refundable participation fee of 50,000.00 TZS. Payment is performed through the dedicated Payment gateway integrated in the NeST.[3]
- Bids must be submitted online through NeST - https://www.nest.go.tz in on or before 1400hrs on 27th October, 2025 and bids will be opened through NeST on 27th October, 2025 at 1430 hours. The NeST would not allow any late submission of bids.
- The Purchaser shall not be held liable for any delays due to system failure beyond its control. Even though the system will attempt to notify the bidders of any bid updates, the Employer shall not be liable for any information not received by the bidder. It is the bidders’ responsibility to verify the website for the latest information related to this bid.
- All bids must be accompanied by a bid security. The amount of bid security shall be per lot applied for as per below table or its equivalent in a freely convertible currency in the either of the forms and instructions provided in the ITB 19.3 (d) of the tender document.
