Box 102 Entebbe – UGANDA SPECIFIC PROCUREMENT NOTICE (PROCUREMENT OF GOODS) REQUEST FOR BIDS TO SUPPLY FINGERLINGS FOR STOCK ENHANSEMENT IN SMALL WATER BODIES Country: Uganda Name of Project: Uganda Climate Smart Agricultural Transformation Project Contract Title: Supply and delivery of Fingerlings Lot 1 & 2. Loan No: P173296 RFB Reference No.: UG-MAAIF-474943-GO-RFB • The Ministry of Agriculture, Animal Industry and Fisheries intends to apply financing from the World Bank toward the cost of the Uganda Climate Smart Agricultural Transformation Project, and intends to apply part of the proceeds toward payments under the contract for Supply and delivery of fingerlings Lot 1 & 2 “For this contract, the Borrower shall process the payments using the Direct Payment disbursement method, as defined in the World Bank’s Disbursement Guidelines for Investment Project Financing, except for those payments, which the contract provides to be made through letter of credit.” 2. The Ministry of Agriculture, Animal Industry and Fisheries now invites sealed Bids from eligible Bidders for the Supply and delivery of fingerlings Lot 1 and 2. 3. Bidding will be conducted through Open National Competitive bidding using a Request for Bids (RFB) as specified in the World Bank’s “Procurement Regulations for IPF Borrowers” September 2023 (“Procurement Regulations”), and is open to all eligible Bidders as defined in the Procurement Regulations. 4. Interested eligible Bidders may obtain further information and inspect the bidding document during office hours 0900 to 1700 hours at the address given below; 5. The bidding document in English may be purchased by interested eligible Bidders upon the submission of a written application to the address below and upon payment of a nonrefundable fee[1] of UGX. 300,000 (Three Hundred Thousand Shillings Only). The method of payment will be by bank upon issuance of a bank advice slip. The document will be sent/issued by both email and in hardcopy. 6. Bids must be delivered to the address below on or before 4th April 2025; 11:00am local time. Electronic Bidding will not be permitted. Late Bids will be rejected. The Bid envelope shall be publicly opened in the presence of the Bidders’ designated representatives and anyone who chooses to attend, at the address below 4th April 2025; 11:30am; local time at the MAAIF Tent. 7. All Bids must be accompanied by a Bid Security of LOT 1: UGX 60,000,000,000 (Sixty Million Shillings Only) and Lot 2: UGX 15,000,000 (Fifteen Million Shillings Only) 8. Attention is drawn to the Procurement Regulations requiring the Borrower to disclose information on the successful bidder’s beneficial ownership, as part of the Contract Award Notice, using the Beneficial Ownership Disclosure Form as included in the bidding document. 9.
