Background This Invitation for Bids (IFB) follows the General Procurement Notice (GPN) for this Project which appeared in the United Nations Development Business (UNDB), Issue No. WB-OP0015674 dated 28 November 2021, and in the National e-Procurement System of Tanzania (NeST) dated 21 August 2025. 2. Financing The Open University of Tanzania has received financing from the World Bank toward the cost of the Higher Education for Economic Transformation (HEET) Project and intends to apply part of the proceeds toward payments under the contract for the Supply of Laboratory Equipment. 3. Procurement Method Bidding will be conducted through National Competitive Tendering (Donor Funded) using the Request for Bids (RfB) method as specified in the World Bank's Procurement Regulations for IPF Borrowers, Fourth Edition, November 2020, and the Public Procurement Act, CAP 410. The bidding process is open to all eligible bidders as defined in the Procurement Regulations. 5. Access to Bidding Documents A complete set of bidding documents in English may be accessed free of charge through NeST. Bidders are required to: • Register in the NeST system; and
