• The Government of Rwanda has received financing from the World Bank toward the cost of the ASCENT project and intends to apply part of the proceeds toward payments under the contract[1] for Supply of office furniture “For this contract, the Borrower shall process the payments using the Direct Payment disbursement method, as defined in the World Bank’s Disbursement Guidelines for Investment Project Financing.”

• The Energy Development Corporation Limited (EDCL) now invites sealed Bids from eligible Bidders for Supply of office furniture. This tender is composed by one Lot. Those materials will be delivered within 5 months to kanzenze store.

• Bidding will be conducted through national competitive procurement using a Request for Bids (RFB) as specified in the World Bank’s “Procurement Regulations for IPF Borrowers” Fifth Edition, September 2023 (“Procurement Regulations”) and is open to all eligible Bidders as defined in the Procurement Regulations.

• Interested eligible Bidders may obtain further information from EDCL, through e-procurement system and inspect the bidding document during office hours from 09:00 AM to 17:00 PM at the address given below.

• The bidding document in English may be purchased by interested eligible Bidders upon payment of a nonrefundable fee of 10,000Frw. The method of payment will be deposit on the RRA Bank Account opened at any commercial bank.

• Bids must be submitted through e-procurement system on or before the date specified in e-procurement system. Late Bids will be rejected by the system. Bids will be publicly opened (automatically) by the system on the date specified in e-procurement system.

• All Bids must be accompanied by a “Bid Security” of 4,000USD issued directly by a bank or a local insurance company. Swift transaction guarantees are not acceptable

• The compulsory site visit is scheduled on 17/07/2025 and the meeting point is EDCL Headquarter/ Kigali City Tower at 11:00am

• Attention is drawn to the Procurement Regulations requiring the Borrower to disclose information on the successful bidder’s beneficial ownership, as part of the Contract Award Notice, using the Beneficial Ownership Disclosure Form as included in the bidding document.
