- Background
The World Bank, through the Somalia Enhancing Public Resource Management Project (SERP), is supporting Somalia to improve institutions and service delivery to strengthen the social contract. This is part of a broader effort to build state legitimacy and reduce institutional fragmentation.
SERP will assist Somali governments by focusing on synergies and interconnectedness between improving domestic revenue mobilization (DRM), public financial management (PFM), and public sector management (PSM). Integration of revenue, expenditure, and service delivery will in time improve formal tax collection, strengthen legitimacy, and reduce the role of non-state actors. This operation consolidates the Banks’ efforts and will do so in the context of the whole of the Somali peninsula, aiming for a consistent benefits agenda across the Somali governments while customizing its interventions to the needs of a given level of government.
The Federal Government of Somalia has recently completed an HR Audit exercise that was conducted across all the government institutions in order to headcount all the civil service employees. The reports recommended strengthening the employee database systems by introducing HRMIS including the payroll calculations and database, automated salary payment interface, and more. The audit also recommends developing and updating Human resource records and documents, developing and updating job descriptions for all roles in MDAs, and creating electronic employee files.
The NCSC is undergoing a transformative phase aimed at modernizing its operations and enhancing efficiency, streamlining core business processes, improving data management, and facilitating better decision-making within the Commission. As part of this initiative, there is an urgent need to develop and deploy a centralized web-based HRMIS solution (cloud-based deployment with on-premise backup capabilities) to support the HRM and payroll functions of the NCSC and decentralized Ministries, Departments, and Agencies (MDAs).
The NCSC will hire an individual consultant (hereinafter referred to as “the Consultant” or “the HRMIS Consultant”) for strategic and hands-on advisory support during the implementation of the HRMIS solution and relevant change management activities.
2.OVERALL OBJECTIVES OF THE ASSIGNMENT.
The primary objective of the Consultant is to work closely with the NCSC as an expert to monitor the deliverables of the firm/company to be selected for developing the HRMIS (“HRMIS Solution Provider”) and ensure the development, testing, and deployment of a fully effective functioning professional system that meets the business needs of the NCSC of the Federal Government of Somalia.
3.Selection Criteria: Selection shall be based on qualification and experience of the candidate and followed by an interview. The qualification, experience and skills should include:
Education:
- A Master’s degree in one of the following: Management Information System (MIS), Information Technology (IT), Computer Science, Software Engineering, or a relevant field.
Experience:
- Minimum of 10 years of relevant experience in ICT systems and HRMIS development and implementation.
- Experience in the design and implementation of similar Human Resource Management (HRM) and/or Enterprise Resources Planning (ERP suites); Involvement in the successful completion of at least 2 similar projects (including one HRMIS implementation) within the last 7 years.
- Knowledge of cloud-based software deployment and programming languages and familiarity with relational databases such as My SQL, SQL server, and Oracle would be a strong asset.
- Proven track record of providing consultancy services to governmental (public) or private sector organizations.
- In-depth knowledge of relevant technologies, standards, and best practices.
- Strong analytical and problem-solving skills.
- Excellent communication and facilitation abilities.
- Duration: The duration of the assignment is 12 months, renewable based on satisfactory performance and availability of funds.
5.Reporting Obligations
The Consultant will work under the direct supervision of the Director General/Chairman, of NCSC and will closely coordinate with the SERP Project Coordinator.
The National Civil Service Commission now invites eligible Individual Consultants to indicate their interest in providing the above-mentioned services. Interested consultants must provide the following: (i) Curriculum Vitae (CV) with 3 reference persons; (ii) copies of certificates of academic qualifications; and (iii) cover letter indicating that they are qualified to perform the services.
- SUBMISSION REQUIREMENTS; The attention of interested Consultants is drawn to section III, para 3.14,3.16 & 3.17 of the World Bank’s Procurement Regulations for IPF Borrowers: Procurement in Investment Projects Financing Goods, Works, Non -Consulting and Consulting Services, July 2016, revised November 2017, August 2018, November 2020 and September 2023 (“Procurement Regulations”), setting forth the World Bank’s policy on conflict of interest.
A Consultant will be selected in accordance with the Individual Consultant method set out in the World Bank Procurement Regulations.
