- This Request for Expressions of Interest (REOI) follows the General Procurement Notice for this project that appeared in The Juba Monitor on October 29, 2014; TheEast African on November 1-7, 2014; and UNDB on November 5, 2014.
- The Government of the Republic of South Sudan (GOSS) has received funding from the International Development Association (IDA) in the form of a Project Preparation Advance (PPA) for the Proposed South Sudan - Energy Sector Technical Assistance Project (ESTAP), and intends to apply part of the proceeds for the payment for the services of the Financial Management Specialist (FMS).
- The consultant shall be in charge of all matters as detailed butnot limited to the following: build the capacity of the Financial Management Team of the Project Management Unit (PMU); prepare the annual budget and cash forecasts by quarter; monitor the implementationof the budget; review all disbursement requests and ensure propriety and eligibility; ensure that all payment documentation is in order andin accordance with requirements of the World Bank; effect payments tocontractors and suppliers of the PMU as specified in the Project Accounting Manual and verify the availability of funds; monitor utilisation of payments; maintain up-to-date accounting records and ledgers and record all financial transactions for all activities relating to the project; maintain the Special Account and complete monthly reconciliations; prepare appropriate statements of expenditure, direct payments and special payment requests and applications for replenishment of accounts; prepare quarterly Project Management Reports (PMRs) including financial and procurement reports; prepare annual financial statements; facilitate any and all financial reviews of the funds and accounts under the authority of the Ministry of Finance and Economic Planning; and ensure that a proper internal control system is in place to achieve accountability at all levels.
- The assignment will extend for a period of one (1) year with an option for extension subject to satisfactory performance.
- The Project Management Unit (PMU) of the Ministry of Electricity, Dams, Irrigation & Water Resources (MEDIWR) now invites eligibleIndividual Consultants to indicate their interest in providing the above mentioned services. Interested Individual Consultants, in particular South Sudanese nationals, are encouraged to provide information indicating that they are qualified to perform the services and furnish the Project Management Unit(PMU) with their Curriculum Vitae (CV).
- Selection criteria The candidate should have the followingqualifications and experience:
i. Master's degree in Accounting/Finance, Business Administration or relevant discipline. ACCA, CIMA or CPA is an added advantage;
ii. Minimum of ten (10) years' experience in financial management;
iii. At least two years of relevant workexperience in financial management in World Bank funded/administered projects;
iv. Experience in disbursement procedures and financial management of World Bank Credits/Grants;
v. Proven track record in working effectively within multi-disciplinary teams;
vi. Demonstrate strong communication skills and persuasiveness in presenting, negotiating and resolving complex issues, both orally and in writing in English; and
vii. Knowledge of IT tools such as MS Word, MS Excel, MS PowerPoint, Internet, etc.
- The attention of interested Consultants is drawn to paragraph 1.9 of the World Bank's Guidelines: Selection and Employment of Consultants under IBRD Loans and IDA Credits & Grantsby World Bank Borrowers dated January 2011 ("Consultant Guidelines"), setting forth the World Bank's Policy on conflict of interest.
- A Consultant will be selected in accordance with the procedures set out in the World Bank's Guidelines: Selection and Employment of Consultants under IBRD Loans and IDA Credits & Grants by World Bank Borrowers dated January 2011.
