REPUBLIC OF ANGOLA MINISTRY OF ENERGY AND WATER FINANCIAL AND CONTRACT MANAGEMENT UNIT Climate Resilience and Water Security in Angola (RECLIMA) REQUEST FOR EXPRESSIONS OF INTEREST (CONSULTING SERVICES – FIRMS SELECTION) COUNTRY: ANGOLA PROJECT: Climate Resilience and Water Security in Angola-RECLIMA Loan No. IBRD 9380-AO Project ID: P177004 Assignment Title: Technical Assistance for Improved Rural Water Services in Namibe Municipalities Reference No. 57CS1/NAMIBE/UCP/R/24 The Government of the Republic of Angola (GoA) has received financing from the World Bank and the French Agency of Development (AFD) toward the cost of the Climate Resilience and Water Security in Angola – RECLIMA and intends to apply part of the proceeds for consulting services.

The consulting services (“the Services”) include build capacity to monitor, manage, maintain, and repair rural water points and small systems; support the Municipality to organize and support WSS groups in rural communities to ensure the sustainability of rural water investments; support the development of Municipal Water Plans in a participatory manner, and their implementation, as an integrating element, at local level between water supply, water resource management, and livelihoods and target, prioritize and prepare water resources investments planned under component 2(a).

The estimated level of effort is 102 staff-months. The assignment is expected to be completed within a period of twenty-four (24) months, and the expected start date of the assignment is January 2026 or earlier. The Financial and Contract Management Unit (FCMU-WB/AFDB) of the Ministry of Energy and Water (MINEA) now invites eligible consulting firms (“Consultants”) to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services. The shortlisting criteria are: (i) Experience in maintenance and rehabilitation of water points and small water systems, (ii) Experience in Community Organization for Water Points Management, (iii) Experience with municipal Water Plans, including access to water, resources and system management, drought preparedness, (iv) Experience in supporting identification and design of investments.

Key Experts will not be evaluated at the shortlisting stage. The attention of interested Consultants is drawn to Section III, paragraphs, 3.14, 3.16, and 3.17 of World Bank’s “Procurement Regulations for IPF Borrowers” November 2020 (“Procurement Regulations”), setting forth the World Bank’s policy on conflict of interest. Consultants may associate with other firms to enhance their qualifications but should indicate clearly whether the association is in the form of a joint venture and/or a sub-consultancy.

In the case of a joint venture, all the partners in the joint venture shall be jointly and severally liable for the entire contract, if selected. A Consultant will be selected in accordance with the Quality and Cost-based Selection (QCBS) method set out in the Procurement Regulations.
