Description

Assignment Title: Firm to provide Consultancy to support the development of a large-scale Assessment Framework and implementation of large-scale assessments.

  • The Ministry of Education and Vocational Training through the Zanzibar Institute of Education (ZIE) and Zanzibar Examinations Council (ZEC) establishes a learning assessment system to measure learning outcomes of foundational skills at Primary and Lower Secondary levels to implement the new Competence Based Curriculum of 2022.

The revision of this Competence Based Curriculum based on its needs assessment conducted in 2019 showed the various gaps in the existing curriculum specifically in the assessment process. The curriculum missed some of the foundational skills particularly literacy and numeracy that had not been explicitly emphasized. The report as well as the 2019 Pre-primary and Primary Education Curriculum Framework proposed a reform to focus on learners’ achievements for each level on formative and summative learning assessments at various levels including Standard Four.

  • The overall objectives of this consultancy are: (a) To develop a large-scale assessment framework that guides subsequent activities in the planning and administration of the large-scale assessments(b) develop assessment Criteria/rubrics for Standard Four and Form Two to align with the developed curriculum(c) strengthen assessment institutions staff (e.g., ZEC and ZIE) capacity through practical training/exercise focused on the development of assessment framework, assessment tools and their implementation following best practices in the field of large-scale assessment. This includes elements of assessment circle, curriculum analysis, item writing and analysis, questionnaire design etc) (d) assessment tools, including test papers for pupils and, questionaries for pupils and administrators) (e) assessment tools (f) support the MoEVT to conduct large-scale learning assessments for Grade 4 (Kiswahili, English, and Math) and Form 2 (Kiswahili, English, and Math) (g) clean and analyze the data and produce a learning assessment report (g) produce an assignment final report. The firm should work closely with the MoEVT team to implement these tasks.
  • Time frame: The assignment is expected to be conducted for 125 working days over 2 years, commencing upon submission of an inception report. The MoEVT plans to conduct large-scale assessments (LAS) for Standard (grade) 4 (Kiswahili, English and Math) and Form 2 (Kiswahili, English and Math) pupils in 2025.

  • The attention of interested consultants is drawn to Section III, paragraphs, 3.14, 3.16, and 3.17 of the World Bank’s “Procurement Regulations for IPF Borrowers” in November 2020, setting forth the World Bank’s policy on conflict of interest.
  • A Consultant will be selected per the Quality and Cost-Based Selection (QCBS) Method set out in the Procurement Regulations.
  • Expressions of Interest must be delivered in a written form to the address below (in person) or by DHL Services by 28 Tuesday, May 2024 at 9:30 am East African time room # 26, and mentioned on the envelope “EoI the Firm to provide Consultancy Services/ support the development of a large-scale Assessment Framework and implementation of Large-scale assessments.”
