GENERAL PROCUREMENT NOTICE

COUNTRY: REPUBLIC OF SOUTH SUDAN

NAME OF PROJECT: South Sudan Energy Sector Technical Assistance Project

The Government of the Republic of South Sudan (GRSS) has applied for financing in the amount of US$15,000,000 from the World Bank's International Development Association (IDA) toward the cost of the South Sudan Energy Sector Technical Assistance Project (ESTAP), and it intends to apply part of the proceeds to payments for goods, related services and consulting services to be procured under this project.

The project will include the following Components:

Component 1: Improved Sector Planning: This Component will support building the foundation of formal technical planning and assist the GRSS in attracting financing for energy infrastructure development. Support will be provided for:

a) The development of a detailed least cost investment plan (LCIP) for the energy sector which will include: (i) an assessment of demand growth and load forecasting for short, medium, and long term; (ii) a generation expansion plan based on resource availability in South Sudan; and (iii) a transmission and distribution network expansion plan whichwill consider available regional interconnections and describe the long term plans. The LCIP will provide an analysis of sequencing of energy investments in the country and will also include the description oflong term access expansion and off-grid rural electrification vision of the GRSS as well as associated policy and institutional developmentneeds; and

b) Based on GRSS's request, Component 1 will also include possible support for carrying out detailed feasibility studies (including: technical and engineering design, economic and financial feasibility, preparation of bidding documents, assessment of potential environmental and social impacts, mitigation measures, and associated costs withrespect to different alternatives), for 2-3 high-priority projects that are needed to prepare bankable projects for the sector. The studiescould include hydropower and/or thermal power generation plants and power transmission lines. Prioritization of the projects nominated for feasibility studies will follow technical investigation. Procurable items under Component 1 include consultancy services for the :

i. Feasibility study for South Sudan National Grid Network;

ii. Feasibility Study for Hydropower Plant;

iii. Feasibility Study for Thermal Generation Plant; and

iv. Feasibility Study for Regional Transmission Interconnection (Uganda-South Sudan, Ethiopia-South Sudan, and Sudan-South Sudan).

Component 2: Capacity Building Program: This Component will support the development of a comprehensive capacity building program for sector institutions (Ministry ofElectricity, Dams, Irrigation and Water Resources and South Sudan Electricity Corporation). Support will be provided for:

a) Development of a training center, conducting training, workshops/seminars, study tours, and provision of associated resources needed for developing and implementing a long term skills building program in the sector. Training areas will include, inter alia: planning and design of energy infrastructure projects, project implementation, procurement management, financial management, operational efficiency improvement tools and systems, and environmental and social safeguards management; and

b) This Component will also provide support for strengthening the capacity of the ESTAP Project Management Unit (PMU) - procurement, financial management, safeguards, etc. - and financing its operating expenses (IT equipment, office furniture, vehicles, etc.).

Procurable items under Component 2 include:

i. Classroom and Workshop equipment & software for Training Center and Training of Personnel; and

ii. Consultancy service for development of Sectorial Environmental and Social Assessment.

iii. Selection of Individual consultants for PMU

Component 3: Distribution Efficiency Improvement Program: This Component will support the development of a pilot program for distribution network efficiency improvement, primarily focusing oncommercial efficiency. Support will be provided for developing a program for the deployment of pre-paid energy meters in the Juba area, a central management facility, and the development of customer service centers, a vending program for the meters, as well as associated training and resources. The program will also support measures to build consumer awareness of the pre-paid meters and to prevent theft.

Procurable items under Component 3 include:

i. Customer relationship management software, billing / prepaid meter vending software (supply & install) and training of personnel for commercial management;

ii. Customer awareness and education – communication campaign; and

iii. Supply and installation of pre-paid metering system.

Component 4: Off-Grid Rural Electrification Program: This Component will support the developmentof off-grid rural electrification programs, including deployment of asolar lighting (picoPV) pilot program targeting public facilities such as: schools, health clinics, and community centers in rural areas. The objective of this Component will be to provide access to modern energy services to remote parts of South Sudan and to raise awareness and catalyze markets for modern off-grid renewable energy solutions such as: solar portable lanterns and solar home systems. The program will build on findings from the supply chain study for solar lighting products in South Sudan that was completed in July 2013 as well as experiences from similar programs carried out in other Sub-Saharan African countries under the Lighting Africa Program.

Procurable items under Component 4include:

i. Electrification of public institutions (schools, clinics, community centers, etc) – supply and install solar equipment;

ii. Consulting services: support for design and development of pilot programs for rural electrification;

iii. Public awareness.

The procurement of goods and non-consultancy services will be conducted through the procedures as specified in the World Bank's Guidelines: Procurement under IBRD Loans and IDA Credits (January 2011), and is open to all eligible bidders as defined in the guidelines. Consulting services will be selected in accordance with the World Bank's Guidelines: Selection and Employment of Consultants by World Bank Borrowers (January 2011).

Specific procurement notices for contracts to be bid under the World Bank's international competitive bidding (ICB) procedures and for contracts for consultancy services will be announced, as they become available, in UN Development Business, dgMarket, the World Bank's external website and in Citizen (local newspaper) & East African (regional newspaper) in South Sudan.
