An EoI must be a maximum of 30 pages. Any EoI submission over 30 pages will only be reviewed for the first 30 pages;
A cover letter expressing interest in offering the services. (Maximum 2 pages);
The Consultant shall have the following expertise and qualifications:
At least a degree in Transport Economics, Railway Engineering, Transport Policy, Public Policy or related fields;
At least 7 years of professional experience in railway sector policy, regulation, infrastructure management and operations or transport economics;
Development of models to determine fares and tariffs for freight and passenger transportation;
Knowledge of railway systems in Africa or other developing regions will be an added advantage;
Strong analytical, stakeholder engagement and report writing skills; and
