MINISTRY OF TRADE AND INDUSTRY MICRO, SMALL AND MEDIUM ENTERPRISES (MSME) PROJECT Credit No. 4139-0 GH REQUEST FOR EXPRESSIONS OF INTEREST (CONSULTANCY SERVICES) TECHNICAL ASSISTANCE TO COMMERCIAL BANKS FOR SME LENDING This Request for Expression of Interest (REOI) follows the General Procurement Notice for the Project that appeared in Development Business8th July, 2008. 2.

The Government of Ghana has received financing from the World Bank toward the cost of the Micro, Small andMedium Enterprises Project, and intends to apply part of the proceedsfor consultant services. The services include: A Partial Credit Guarantee Program which is a risk-sharing facility offered by the International Development Association (IDA) and International Finance Corporation (IFC) aimed at encouraging local commercial banks to lend to Small and Medium Enterprises (SMEs). To enhance the effectiveness of the Program and extend its outreach to a broader base of firms, the programme will include a Performance based Technical Assistance (TA) to Banks: To train and advise one Participating Bank on how to improve their SME lending system, processes and capacity.

This assignment is expected to cover a 12 month period. The Ministry of Trade and Industry now invites eligible consultants/firms who have significant expertise to indicate their interest in providing the services. Interested consultants must provide information indicating their capabilities to perform the services (brochures, description of similar assignments, experience in similar conditions, availability of appropriate skills among staff, etc.).

Consultants may associate to enhance their qualifications. Consultants will be selected in accordance with the procedures set out in the World Bank's Guidelines: Selection and Employment of Consultants by World Bank Borrowers (January, 2011).
