• The Government of the Kingdom of Eswatini has received financing from the World Bank toward the cost of the Health Systems Strengthening for Human Capital Development Project and intends to apply part of the proceeds toward payments under the contract for the Setting up Server Room at Lot 2 Construction (HMIS and Biomed Offices) at Central Medical Stores Matsapha. For this contract, the Borrower shall process the payments using the Direct Payment disbursement method, as defined in the World Bank’s Disbursement Guidelines for Investment Project Financing.”

• The Ministry of Health now invites sealed Bids from Category Esb-4 contractors according to the CIC contractor’s registry for the Setting up Server Room at Lot 2 Construction (HMIS and Biomed Offices) at Central Medical Stores, King Mswati III Avenue, Plot Number 461, Matsapha. The number and identification of lots comprising this bidding process are: Lot 1: Supply and Install Electronic Equipment, Lot 2: Electrical Installation-HMIS Server Room, Lot 3: HMIS Server Room LAN WAN PABX CCTV

• Bidding will be conducted through national competitive procurement using Request for Bids (RFB) as specified in the World Bank’s “Procurement Regulations for IPF Borrowers- Procurement in Investment Projects Financing” November 2020 (“Procurement Regulations”), and is open to all eligible Bidders as defined in the Procurement Regulations.

• A compulsory site inspection will be held 25th June, 2025. Contractors are to meet at the Old Central Medical Stores in Matsapha at the top gate at 10:00am. The bids shall be submitted by 18th July, 2025 at the Old Central Medical Stores, Procurement Unit Office.

• Please note that tenderers that will not attend the site inspection will not be evaluated.

• Bid documents will be collected from the Old Central Medical Stores in Matsapha at the office of the Procurement Team from 8:00am to 3:00pm from 17th June 2025.

• Bids must be delivered to the address below on or before 18th July, 2025 at 11am. Electronic Bidding will not be permitted. Late Bids will be rejected. Bids will be publicly opened in the presence of the Bidders’ designated representatives and anyone who chooses to attend at the Old Central Medical Stores in Matsapha.

• All Bids must be accompanied by a “Bid Security” of E20,000.00 per lot
