Senior Gender-Based Violence (GBV) SpecialistReference no.SS-MWRI- 496997-CS-INDV• BackgroundThe Government of the Republic of South Sudan (GRSS), through the Ministry of Water Resources and Irrigation (MWRI), is implementing the Regional Climate Resilient Program (RCRP) (P180171) and preparing the South Sudan National WASH Project (NWP) with financing from the World Bank (IDA Grant).The NWP seeks to address critical challenges in the water, sanitation, and hygiene (WASH) sector by improving access to safe water and sanitation services and strengthening institutional capacities. Both projects emphasize the need for gender and youth inclusion and the integration of Gender-Based Violence (GBV) risk mitigation and response mechanisms in all project activities.To ensure effective implementation, the MWRI Project Implementation Unit (PIU) intends to engage a qualified Senior Gender-Based Violence Specialist to provide technical leadership in GBV prevention, mitigation, and response in line with World Bank standards and national policies.2. Objective of the AssignmentThe overall objective of the assignment is to strengthen the capacity of the MWRI and PIU to identify, address, and mitigate GBV risks in the RCRP and NWP. The Specialist will develop practical guidance, tools, and resources; build institutional capacity; and support the integration of GBV prevention and response measures throughout the project cycle.3. The Ministry of Water Resources and Irrigation through the Regional Climate Resilience Program now invites eligible individual consultants (“Consultants”) to indicate their interest in providing the Services. Interested individuals should provide information demonstrating that they are qualified to perform the services (Attach curriculum vitae (CV), Copies of documentary evidence of academic qualifications, Membership of internationally recognized professional body / bodies, etc).5. The shortlisting criteria will consider the requirements mentioned in the TOR, including:• Master’s degree in Gender Studies, Sociology, Social Work, Development Studies, or related field.• At least ten (7) years of professional experience in GBV prevention, response, or gender mainstreaming.• Minimum five (5) years of experience working in developing countries, preferably in fragile or conflict-affected contexts.• Proven expertise in ethical collection, management, and analysis of GBV data.• Experience working with World Bank funded projects, or other international funding institutions such as the African Development Bank, Asian Development Bank, etc.6. The attention of interested Consultants is drawn to Section III, paragraphs, 3.14, 3.16, and 3.17 of the World Bank’s “Procurement Regulations for IPF Borrowers” First Published July 2016 and revised Seventh Edition September 2025 (“Procurement Regulations”), setting forth the World Bank’s policy on conflict of interest.7. An Individual Consultant will be selected in accordance with the Selection of Individual Consultants method set out in the Procurement Regulations. Government officials or civil servants of the Republic of South Sudan will not be considered unless: (i) they are on leave of absence without pay or have resigned or retired six months prior to the date of the advert; and (ii) their employment will not create Conflict of Interest. An invitation to an oral interview will follow for shortlisted candidates.8.
