BackgroundThe Government of the Republic of South Sudan (GRSS), through the Ministry of Water Resources and Irrigation (MWRI), is implementing the Regional Climate Resilient Program (RCRP) (P180171) and preparing the South Sudan National WASH Project (NWP) with financing from the International Development Association (IDA) of the World Bank.The National WASH Project will address the country’s low access to clean water (39%) and sanitation (14%) and seeks to strengthen national systems for water supply, sanitation, and hygiene. Both Projects also support institutional strengthening, including technical assistance to revise and enact the 2013 Water Bill, enhance sector coordination, clarify institutional mandates, and build sub-national capacity aligned with the Local Government Act (2009).A joint Project Implementation Unit (PIU) will manage both Projects. The PIU requires technical assistance to support project management, fiduciary systems, environmental and social safeguards, monitoring and evaluation, and procurement. To ensure smooth implementation of the RCRP and NWP, the PIU will recruit a Procurement Officer to support the Senior Procurement Specialist (SPS) and MWRI staff to carry out project procurement in accordance with the terms of the Grant Agreement, the World Bank Procurement Regulations for IPF Borrowers, national legislation and international best practice.2. Objective of the assignmentThe objective of this assignment is to support the Senior Procurement Specialist in managing all procurement activities under the RCRP and NWP in full compliance with the World Bank Procurement Regulations for IPF Borrowers (July 2016, revised September 2025). This includes planning, executing, and supervising all procurement operations under the two Projects.3. The Ministry of Water Resources and Irrigation through the Regional Climate Resilience Program now invites eligible individual consultants (“Consultants”) to indicate their interest in providing the Services. Interested individuals should provide information demonstrating that they are qualified to perform the services (Attach curriculum vitae (CV), Copies of documentary evidence of academic qualifications, Membership of internationally recognized professional body / bodies). The shortlisting criteria will consider the requirements mentioned in the TOR, including:• Master’s Degree in Procurement, Business Administration, Law, Engineering, Project Management, or a related field with at least 5 years of experience in public procurement and contract management; OR• Bachelor’s Degree in any of the above fields with at least 7 years post-qualification experience in procurement and contract management in the public sector.• Professional Qualifications Certification from CIPS (UK) or ISM (USA) will be an added advantage.• Minimum 3 years of direct experience on World Bank–funded projects (mandatory).• Strong knowledge of World Bank, AfDB, or other multilateral procurement procedures.• Excellent written and oral communication skills in English.• Proven ability to work effectively in multidisciplinary teams.• Strong organizational and analytical skills.• Must be proficient in MS Office suite.5. The attention of interested Consultants is drawn to Section III, paragraphs, 3.14, 3.16, and 3.17 of the World Bank’s “Procurement Regulations for IPF Borrowers” First Published July 2016 and revised Seventh Edition September 2025 (“Procurement Regulations”), setting forth the World Bank’s policy on conflict of interest.6. An Individual Consultant will be selected in accordance with the Selection of Individual Consultants method set out in the Procurement Regulations. Government officials or civil servants of the Republic of South Sudan will not be considered unless: (i) they are on leave of absence without pay or have resigned or retired six months prior to the date of the advert; and (ii) their employment will not create Conflict of Interest.
