- The Government of South Sudan, through the Ministry of General Education and Instruction (MoGEI) has received grant from the World Bank towards the cost of implementing of project “entitled” Building skills for Human Capital Development in South Sudan (BSHCDSS). MoGEI intends to apply part of the grant proceeds towards recruitment of Monitoring and Evaluation Specialist (M&E) who will work alongside with the National staff drawn from the Ministry of General Education and Instruction to support the PIU smooth implementation of the Project.
- Objective of the Assignment The main objective of this position is to support the Ministry of General Education and Instruction (MoGEI) in designing, coordinating, and implementing the monitoring and evaluation framework of the project to track project progress and results.
- Scope of Services and Responsibilities
The Monitoring and Evaluation Specialist will be responsible for all Monitoring and Evaluation (M&E) matters for the project, encompassing the following areas:
- Prepare and support the development of the annual plans for monitoring, evaluation, and dissemination of project activities in accordance with the guidelines of the Project Appraisal Document and Project Operational Manual, and in coordination with other Project Components.
- Provide support to the monitoring of project activities, including supporting the development of tools for monitoring and evaluation of project activities, compiling information from all levels of the education, update the project's monitoring indicator matrix, among other related activities.
- Collaborate with project actors, partners, contracted CSOs, contractors on data collection and data management. MoGEI to develop and manage data collection tools and analyze quantitative and qualitative data.
- Provide training in the project’s M&E systems to national and regional staff, as necessary.
- Prepare regular technical progress reports on the Project's execution, including the attainment of outputs and outcomes, targeted to internal stakeholders, other government agencies, and the World Bank.
- Coordinate the M&E of the renovation of the national Teacher Training Institutes/Schools supported by the project, including the identification of areas of support.
- Provide technical support to the development and implementation of the M&E system
- Collaborate with External Auditors and Third Party Monitoring agent (TPM) on the evaluation of project activities
- Selection Criteria: The selection will be based on qualification and experience and skills of the candidate. Qualification and experience should include:
- A Master’s degree in Evaluation, Social Sciences, Economics or any related field.
- At least ten (10) years of experience in Monitoring and Evaluation (M&E) of projects, leading the preparation of planning and monitoring arrangements, matrix of indicators, and regular monitoring reports.
- At least six of the minimum ten years of experience should be related to M&E responsibilities in projects funded by the World Bank or similar international organizations.
- Experience in a post conflict country environment such as South Sudan is desired.
- Excellent computer skills, including database management is mandatory.
The shortlisted candidates will be invited for oral interview. Consultant will be required to possess the skills, concepts, knowledge, and principles required to carry out the job tasks.
Government officials or civil servants will not be considered unless: (i) they are on leave of absence without pay or have resigned or retired six months prior to the date of the advert; and (ii) their employment will not create Conflict of interest.
- Duration: Duration of the assignment is 24 months, renewable based on satisfactory performance and availability of funds.
- The attention of interested individual consultants is drawn to Section III, paragraphs 3.14, 3.16 and 3.17 of the World Bank’s ‘Procurement Regulations for IPF Borrowers’ July 2016 revised November 2017, July 2018, November 2020 and September 2023 [Procurement in investment Project Financing; Goods, Works, Non-Consulting and Consulting Services], setting forth the World Bank’s policy on conflict of interest
A Consultant will be selected in accordance with the Individual Consultants Selection method set out in the World Bank’s Procurement Regulations.
- Duty Station: The Monitoring and Evaluation Specialist will be based in Juba and stationed at the Head office of Ministry of General Education and Instruction at the PIU main office with visits to project locations as needed and shall report to the Project Coordinator.
