| SS-MWRI-492205-CS-INDV• The Government of the Republic of South Sudan (GRSS) has received financing from the World Bank toward the cost of the Regional Climate Resilience Program for Eastern and Southern Africa, and intends to apply part of the proceeds for consulting services.2. The consulting services (“the Services”) include Screening Potential Activities for Climate Financing in South Sudan, to be undertake for 3 months. The expected start date is 1st July 2025.3.The Terms of Reference (ToR) for the assignment can be downloaded from the website of the Ministry of Water Resources and Irrigation website at Home - MWRI and at the NGO Forum at https://comms.southsudanngoforum.org/c/tenders/8 The Terms of Reference may also be requested from the email address below: [email protected] copied to [email protected].4. The Ministry of Water Resources and Irrigation (MWRI) now invites eligible individual Consultants (“Consultants”) to indicate their interest in providing the Services. Interested individuals should provide information demonstrating that they are qualified to perform the services (attach curriculum vitae (CV), Copies of documentary evidence of academic qualifications, professional qualifications, and registration/licensing with professional bodies). The shortlisting criteria are:• The Consultant should have a Master’s degree or PhD qualification in the field of climate change, climate financing, wetland management, environmental science/management, environmental engineering, or any other related discipline.• The Consultant must have a minimum experience of 10 years in conducting consultancy works, including individual assignments of a related scope.• The Consultant should have extensive knowledge in climate change, with focus on climate change financing/carbon markets, and good working knowledge on wetland management,• Knowledge of the Region will be an added advantage.5. The attention of interested Consultants is drawn to Section III, paragraphs, 3.14, 3.16, and 3.17 of the World Bank’s “Procurement Regulations for IPF Borrowers” July 2016 and Sixth Edition, February 2025” (“Procurement Regulations”), setting forth the World Bank’s Policy on Conflict of Interest. Any false declaration will result in disqualification.6. While this is an Individual assignment, the Consultant may engage additional experts to support the technical aspects of the assignment as necessary.7. An Individual Consultant will be selected in accordance with the Selection of Individual Consultants method set out in the Procurement Regulations. Government officials or civil servants of the Republic of South Sudan will not be considered unless: (i) they are on leave of absence without pay or have resigned or retired six months prior to the date of the advert; and (ii) their employment will not create Conflict of Interest. An invitation to an oral interview will follow for shortlisted candidates.8.
