Assignment Title: THE RECRUITMENT OF TECHNICAL ASSISTANT (TA) TO SUPPORT THE IMPLEMENTATION OF THE RESETTLEMENT PLAN (RP)

  • Background

The West Africa Coastal Areas Resilience Investment Project 2 (WACA ResIP 2) is a World Bank-funded project implemented by the Ministry of Environment, Climate Change, and Natural Resources (MECCNAR), The Gambia. The project aims to enhance the resilience of coastal communities by addressing flooding, pollution, and socio-economic vulnerabilities.

The project intervention area is the Kotu Stream catchment area which covers about (11.2 km) across 11 communities. The Kotu Stream is a densely populated area with over 200,000 people and most of the residents are poor. The Project seeks to reprofile and restore the Kotu Stream through the integration of grey, green, and hybrid infrastructure to help mitigate flood risks, improve drainage, and foster socio-economic development.

The World Bank Environmental and Social Standard (ESS) 5 on Land Acquisition, Restriction on Land use and involuntary resettlement stipulates the processes and procedures to be followed in cases of involuntary resettlement resulting from the implementation of a Bank financed project.

2.Objectives

To support the PIU in stakeholder engagement and resource mobilization prior to the full RP to ensure timely implementation of the project’s resettlement plan.

  • Scope

The following constitute the scope of works under the RP TA:

Conduct stakeholder mapping to identify the various stakeholders for the Project’s RP related activities.

Conduct stakeholder engagement, awareness creation on the project’s RP activities, potential positive and negative social and economic impacts and mitigation measures of the project.

Develop a roadmap for resource mobilization from government and donors.

Support the development of a Resettlement Plan and working closely with the RP Consultant

Coordinate round table meetings on RP implementation to foster synergy between government and donors.

Submit monthly reports on progress made with the engagement of different stakeholders.

Develop a ToR for a Resettlement Committee and support the formation of a Resettlement Committee.

Advice on the best option for compensation based on the consultations from potential PAPs.

Outline detailed strategies to mitigate any potential adverse impacts of the project on PAPs particularly vulnerable groups such as women, youth and PwDs.

Perform any other duties related to the ToR assigned by the PC.

  • Qualification and Skills

Education: Master’s degree in Sociology/Anthropology, Development Economics and any other related field.

Experience:

Minimum of seven (7) years coordinating stakeholder engagement and mobilization related to social development.

Previous Experience (at least 2) in conducting community consultation with focus on resettlement and compensation

Proven expertise in stakeholder mapping and analysis using mixed-methods research (quantitative surveys, FGDs, KIIs).

Previous experience in developing policy briefs on social development issues related to involuntary resettlement and compensation.

Strong track record in social inclusion and gender-sensitive needs and analysis.

Experience in implementing compensation programmes linked to land or cash.

Skills:

Strong resource mobilization skills

Stakeholder analysis using mixed tools.

Strong monitoring and tracking skills and managing complex data linked to PAPs while ensuring privacy.

Excellent report writing and presentation skills in English.

Fluent in at least 2 national languages (Mandinka and Wollof)

  • Duration : The consultancy will last for a duration of 12 months.

The attention of interested Consultants is drawn to “Procurement Regulations for IPF Borrowers” February 2025 (“Procurement Regulations”), setting forth the World Bank’s policy on conflict of interest.

Consultants will be selected in accordance with the Individual Consultancy Services (ICs) method set out in the Procurement Regulations.
