Background:
Climate change remains among the greatest challenges facing the Gambia. The effects are multifaceted, touching all forms of life and livelihood, and having negative implications on the social, political, environmental and economic development of the country. Addressing climate change will therefore require a holistic approach including a legal instrument to guide how climate change issues are administered, managed and implemented in the country. The formulation and promulgation of a legal instrument will significantly enhance and consolidate the implementation of the existing climate change-related policies and strategies in the country.
The Ministry of Environment, Climate Change and Natural Resources (MECCNAR) has received financing from the World Bank toward the cost of the West Africa Coastal Areas Resilience Investment Project 2 (WACAResIP 2) (P175525) and intends to apply part of the proceeds for consulting services.
The consulting services (“the Services”) includes conducting national/regional and international consultations and desk reviews to develop a draft National Climate Change Act for the Gambia that is ready for review and validation by competent authorities and stakeholders. Specific task includes:
- Identifying relevant stakeholders and competent authorities for consultative process, review and validation of the draft Act.
- Conducting a wider consultation at the national/regional and international level supported by a desk review for data and information on the existing Climate Change Act at the sub-region and international level.
- Formulating a draft National Climate Change Act
- Updating the climate change policy
The West Africa Coastal Areas Resilience Investment Project 2 (WACAResIP 2) now invites eligible consulting firms (“Consultants”) to indicate their interest in providing the Services. Interested firms should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services.
KEY EXPERTS
- LEAD Consultant
Academic qualification: The lead consultant of the firm should have a minimum qualification of Master of Laws (LLM) or related field with advanced academic knowledge and educational background. Comparative knowledge and qualification in international law, research and policy analysis will be an added advantage.
Work experience: The lead consultant of the firm should have at least 10 years of working experience with proven knowledge and experience in national and international law, policy analysis, formulation, research, and development. Knowledge and experience in environmental management, and climate change will be an added advantage as well as previous experience in consultancy on similar assignments.
- Climate Change Expert:
Academic Qualification:
Master’s degree in environmental science Climate Science or a related field from a reputable university or a relevant discipline.
Work Experience:
- 10 years of experience working on climate change issues. Proven track record in designing and implementing climate change adaptation and mitigation strategies.
- In-depth knowledge of international climate agreements and protocols.
- Experience in conducting climate impact assessments and vulnerability studies.
- Published research in peer-reviewed journals on climate change-related topics.
- Environmental Management Expert:
Academic Qualification:
Master’s degree in environmental management, environmental science, or a closely related field. Additional qualifications or certifications in sustainable development.
Work Experience:
- 10 years of practical experience in environmental management.
- Expertise in developing and implementing environmental policies and management plans.
- Experience in conducting environmental impact assessments.
- Familiarity with national and international environmental policies and regulation
- Demonstrated ability to work with diverse stakeholders, including government agencies, NGOs, and local communities.
4.Natural Resources/Biodiversity Expert:
Academic Qualification:
Master's degree in Natural Resource Management, Ecology, Conservation Biology, or a relevant field.
Work Experience:
- 10 years of experience in the field of biodiversity conservation and natural resource management.
- Extensive knowledge of ecosystems, biodiversity monitoring, and conservation strategies.
- Proven track record in developing and implementing biodiversity conservation programs.
- Experience in conducting field research and biodiversity impact assessments.
- Collaboration with national and international organizations working on biodiversity conservation.
- Hydrometeorology Expert:
Academic Qualification:
Masters in Hydrometeorology, Meteorology, or relevant field.
Work Experience:
- 10 years of experience in hydrometeorological research and analysis.
- Proficiency in using weather and modeling tools for weather and climate predictions.
- Experience in developing and implementing hydrological models.
- Knowledge of water resource management and the impact of climate change on hydrological systems.
- Previous involvement in projects related to hydro meteorological data collection and analysis.
- Technical skills and competency;
- Strong report writing, communication, analytical skills and networking, ability to effectively work away from home,
- High level of team communications skills in major local languages of the Gambia,
- Must be result-oriented, a team player, exhibiting high levels of enthusiasm, diplomacy and integrity,
- Demonstrate excellent interpersonal and professional skills in interacting with Government and development partners,
- Skills in facilitation of stakeholder engagements/workshops,
- Evidence of having undertaken similar assignments,
- Experience and skills in research, policy-making cycle and development, qualitative data analysis,
Deliverables
In line with the scope of work, the consultant is expected to perform the following activities and submit deliverables as scheduled.
- Inception Report showing the structure of the Act, the implementation plan and methodology to be submitted in hard and soft
- List of stakeholders to be consulted (to be included in the Inception Report)
- List of national, regional, and international climate instruments to be review (to be included in the Inception Report)
- Submission of first draft report hard and soft copy for review
- Submission of the final draft report after reviewing and validation-
The Final Climate Change Act should be accompanied by a Comprehensive Report which describes the consultation process and provide recommendations for addressing other policy and strategic matters that cannot be included in Act.
Duration: The implementation period shall be for 180 days (Six months) from contract signature
The shortlist criteria is as follows:
- The core business of the firm(s)
- 5 years of experience in the consulting business
- Experience in conducting similar/relevant assignments.
The attention of interested Consulting firm is drawn to Section III, paragraphs, 3.14, 3.16, and 3.17 of the World Bank’s “Procurement Regulations for IPF Borrowers” November 2020 (“Procurement Regulations”), setting forth the World Bank’s policy on conflict of interest.
Consulting firms may associate with other firms to enhance their qualifications, but should indicate clearly whether the association is in the form of a joint venture and/or a sub-consultancy. In the case of a joint venture, all the partners in the joint venture shall be jointly and severally liable for the entire contract, if selected.
Firms will be selected in accordance with the Consultant Qualification Services (CQS) method set out in the Procurement Regulations.
