REQUEST FOR CURRICULUM VITAE FOR A CONSULTANT TO REVIEW AND UPDATE OF MATERNAL AND NEONATAL DEATH REVIEW GUIDELINES

BACKGROUND INFORMATION

The Government of Swaziland (GOS) has emphasized health as a priority on the national agenda. The 2009 National Health Sector Strategic Plan (NHSSP) identifies critical areas in the health sector that require support, and aims to improve poor healthoutcomes and inefficiencies. A new Health, HIV/AIDS and TB project isproposed to support the Government in its commitment to improve the health status of the Swazi population. The World Bank and the European Union (EU) are jointly financing the project with the Government. Specifically, the proposed project will: (i) improve access to, and quality of health services in Swaziland, with a particular focus on primary health care, maternal health and TB, and (ii) increase social safety net access for OVC.

The MOH now invites interested, qualified candidates to indicate their interest in providing technical support and services under this consultancy. The duration of this Consultancy is 30days over a period of 3.5 month. Selection shall be on the basis of examination and comparison of the qualifications of the individual candidates asevidenced by their CVs. The selected individual shall be requested tosubmit a costed offer to undertake the work

OBJECTIVE

The MOH intends to expand the existing National Confidential Enquiry into Maternal Death in a more robust MDSR system. Accordingly, the MOH will hire a consultant to review, update and develop guidelines and protocols for implementing a MDSR.

DESCRIPTION OF SERVICES

The consultant will perform the following activities:

  • Review of availablenational, regional and international literature related to the development and implementation of maternal mortality reviews including MOH/UN Confidential Enquiry into Maternal Deaths Triennial Report 2008–2010, and the WHO technical guidance on Maternal Death response and Surveillance.
  • Review, update and/or develop the forms for notification and reporting of maternal deaths; the maternal and neonatal death review forms; and forms for capturing the proceedings of the committee review;
  • Review, update and/or develop guidelines for conducting the maternal death committee reviews
  • Review, update and/or develop pre-defined analysis plan and reporting formats
  • Review and update the terms of reference and membership of the maternal and neonatal mortality review committees.
  • Facilitate a consultative workshop/meeting with the relevant stakeholders to obtain inputs to finalize the guidelines, forms and processes noted above.
  • Provide training in the use of thenew forms and guidelines.

REQUIRED QUALIFICATIONS AND EXPERIENCE.

  • Medical doctor or nurse midwife with experience in clinical obstetrics in a developing country; advanced academic degree in Gynecology and Obstetrics, would be an added advantage.
  • Master's Degree in Public Health or equivalent.
  • Experience of not less than 5 years in the development of guidelines andprocedures for maternal and neonatal mortality reviews/analysis
  • Experience of not less than 5 years in the design and implementation of maternal and neonatal mortality review committees at public health institutions in developing countries.
  • Good analytical and report writing skills in English
