• The Federal Government of Somalia (FGS) (hereinafter called “Recipient”) has received financing from the World Bank (hereinafter called “Grant”) toward the cost of the Somalia - Horn of Africa Infrastructure Integration Project (SHIIP). Based on the aforementioned, the Ministry of Public Works, Reconstruction, and Housing is seeking to use a portion of the funds to finance the position of the Technical Manager.

• The objective of the assignment is to provide technical support and guidance to the project under the overall leadership of the Project Coordinator. This includes monitoring project implementation, addressing technical issues on a daily basis, and ensuring that all contracts align with the project’s result framework and objectives.

• The Technical Manager will monitor the project implementation program and handle technical issues arising therefrom on a daily basis.

• Duration: This is a full-time position. The contract is expected to run for a period of twelve (12) Calendar Months. Extension of the contract will be subject to the need and satisfactory performance of the contracted applicant.

• Selection Criteria: The selection shall be based on qualification, experience and skills of the candidate and followed by an interview. The qualifications, experience and skills should include: Master’s degree in Business Administration, Public Administration, Management, or a related field. Minimum of ten years of increasingly responsible professional experience in the field of governance and development, or management, especially in government and international organizations. Five (5) years demonstrated experience in a management position, A minimum of at least 5 years of direct relevant experience in managing World Bank funded project in the public or private sector;

• MOPWRH now invites eligible Individual Consultants to indicate their interest in providing the above-mentioned services. Interested consultants must provide information indicating that they are qualified to perform the Services and furnish the Curriculum Vitae (CV) in the prescribed form that will be provided with the TOR upon submission of application (by e-mail at the address given below).

• The Detailed Terms of Reference for this assignment with the scope of the assignment can be found on the Ministry of Public Works, Reconstruction and Housing’s website: www.mpwr.gov.so or it can be provided upon submission of the application by e-mail to the e-mail address provided below.

• The attention of interested consultants is drawn to Section III, paragraphs 3.14, 3.16 and 3.17 of the World Bank’s ‘Procurement Regulations for IPF Borrowers’ July 2016 revised November 2017, August 2018, November 2020 and September 2023 [Procurement in investment Project Financing; Goods, Works, Non-Consulting and Consulting Services], setting forth the World Bank’s policy on conflict of interest.

• A Consultant will be selected in accordance with the Individual Consultant method set out in the World Bank Procurement Regulations.

• Interested Consultants may obtain further information at the address given below from 9:00 to 16:00 Hrs. on working days (Saturday through Thursday.)

• Deadline for submission: The Expression of interest (EOI) and the CV completed in the prescribed form must be delivered to the address below (by e-mail) by March 29, 2025, at 16:00 Hours (Mogadishu Time).
