  • Background

This request for Applications follows the General Procurement Notice (GPN) for this project that appeared in UN Development Business, issueNo. 748 of 16 March 2009.

The Government of Southern Sudan (GoSS) through the Government of National Unity of the Republic of Sudan has requested for financing from the World Bank towards the cost of the Rapid Impact Public Finance Management Project which is intended to introduce improvements in the GoSS public finance management. The components of the project include technical advisory services on public finance, internal audit and public procurement; development of long term and sustainable training of accountancy and public finance personnel; and building capacity of the directorates of Taxation and Revenue.

It is intended that part of the proceeds of the grant will be appliedto eligible payments under the contract for the following Technical Assistants:

  • Senior Procurement Advisor     (Reference No.: EOI/RIPFMP/06/09)
  • Accounts Specialist                   (Reference No.: EOI/RIPFMP/07/09)

This is an exciting and rare opportunity to play a leading role in structuring and establishing finance management systems in Southern Sudan.

The positions are only open to Individual Consultants.

  • Objectives

Working with a Senior Accounts Advisor and a Senior Internal Auditor,the principal objectives for these consulting assignments are the following:

  • Develop an overall accounting system that will lead to producing the Government's accounts in line with internationally acceptable standards and in a timely manner (principally for the Accounts Specialist);
  • Integrate procurement into the budget process and establish Monitoring & Management Information System for tracking Government contracts (principally for the Senior Procurement Advisor); and
  • Build capacity of GoSS employees in the various areas of all the above mentioned specialties.
  • Time Schedule

The Technical Assistance will be for a period of twelve months renewable for another twelve months subject to satisfactory performance for each of the positions.

  • Reporting and Deliverables

The Technical Assistants shall provide Inception Reports, monthly Progress Reports, quarterly Status Reports and Final Reports. The reportswill be prepared and submitted separately by the consultants to MoFEP.

  • Qualifications & Experience

The minimum qualifications and experiences required for the positionsare:

5.1 Senior Procurement Advisor:

  • A university degree with major in a relevant discipline (e.g. Procurement, Law, Finance, Business or Commerce) or other relevant discipline;
  • A minimum of ten (10) years of direct relevant experience in procurement, including broad expertise in the management of public procurement;
  • Demonstrated experience in familiarity with donor public procurement systems, policies and procedures;
  • A minimum of five (5) years of demonstrated experience in related fiduciary systems including contract management, information systems, design and implementation;
  • Have adequate knowledge of information technology to enable him develop and implement the contracts MIS.
  • At least three (3) years of relevant work experience in procurement under World Bank or other international financial institution;
  • Working knowledge and understanding of technical, commercial and legal aspects of procurement, as well as analysis of all stages of the procurement cycle;
  • Strong communication skills and persuasiveness in presenting in English, both orally and in writing;
  • Strong interpersonal skills and orientation as a team member; and
  • Demonstrated experience in training design and delivery/coaching/mentoring.

5.2 Accounts Specialist:

Applicants should be professionally qualified in Accountancy with at least five (5) years experience in the public sector producing Government Accounts. Applicants should have demonstrable work experience in the following:

  • Double entry accounting software (must be in a Government environment);
  • Preparing Government accounts in accordance with International PublicSector Accounting Standards (IPSAS); and
  • GFS reporting standards and requirements.

In addition to the above listed requirements for the various positions, it is essential for applicants to be computer literate in relevant applications, should have excellent communication skills.

Fluency in English and experience in developing countries or in countries with conditions similar to those of Southern Sudan, are both essential.

The consultants will be selected in accordance with the procedures set out in the World Bank's Guidelines: Selection and Employment of Consultants by World Bank Borrowers (May 2004; revised October 2006).
