- Background
The Government of the Republic of South Sudan, through the Ministry of Finance and Planning (MoFP) has received a grant from the World Bank (WB) towards the cost of implementing various Public Financial Management (PFM) reforms under the Public Financial Management and Institutional Strengthening (PFMIS) project The project aims to advance critical PFM reforms that will lay a strong foundation for more advanced reforms, strengthen key oversight institutions, and improve budget transparency and overall PFM outcomes in the country.
One of the key project interventions is to conduct corruption risk assessment of the budget implementation arrangements, systems and processes as part of various corruption preventative measures to ensure the achievement of better PFM outcomes.
The primary objective of the consultancy is to provide comprehensive training to SSACC staff members on corruption risk assessment methodologies and techniques and support them in undertaking the first corruption risk assessment. The training aims at empowering the SSACC staff with the necessary skills and knowledge to conduct systematic assessments of corruption risks within various public sectors and government institutions involved in the execution of the Government Budget in South Sudan.
It is against this background that the Ministry of Finance and Planning intends to engage an Individual Consultant to develop and provide training to the South Sudan Anti-Corruption Commission (SSACC) Staff on Corruption Risk Assessment in Government Budget Execution and support the Commission in undertaking the first corruption risk assessment.
- Scope of Work and Responsibilities:
The Consultant will equip the SSACC staff with the concepts, methodologies, and tools used in Corruption Risk Assessment, and relevant knowledge and techniques to develop appropriate corruption mitigation strategies and provide hands-on technical support to the staff in undertaking corruption risk assessment.
The Consultant will be required to undertake all tasks and deliver the outputs detailed in the Terms of Reference (TOR) that will be provided upon request through the email contact below.
- Selection Criteria:
Selection shall be based on the qualifications and experience of the candidate and followed by an interview. The qualifications and experience required for shortlisting include:
- A minimum of master’s degree in law, public administration, governance studies, public policy studies or any other related field.
- Proven experience of at least 7 years in conducting training programs on corruption risk assessment, preferably in the context of anti-corruption agencies or similar institutions.
- Demonstratable experience of at least 5 years of conducting corruption risk assessments and/or corruption investigations
- In-depth knowledge/understanding of corruption risk assessment methodologies, tools, and best practices.
- Strong facilitation, communication, and presentation skills.
- Familiarity with the context and legal framework of South Sudan would be an added advantage.
The shortlisted candidates will be invited for an interview. The consultant will be required to possess the experience, skills, and competencies listed in the TOR.
Government officials or civil servants will not be considered unless: (i) they are on leave of absence without pay or have resigned or retired six months before the date of the advert, and (ii) their employment will not create a Conflict of interest.
- Duty Station and Duration:
The position is based in Juba, South Sudan. The consultancy is expected to be completed within 30 days including the development and delivery of the training program and the preparation of the final training report and the first corruption risk assessment report.
- The attention of interested individual consultants is drawn to Section III, paragraphs 3.14, 3.16, and 3.17 of the World Bank’s ‘Procurement Regulations for IPF Borrowers’ July 2016 revised November 2017, July 2018 and November 2020 [Procurement in Investment Project Financing; Goods, Works, Non-Consulting and Consulting Services], setting forth the World Bank’s policy on conflict of interest
- A Consultant will be selected per the Individual consultant selection method set out in the World Bank’s Procurement Regulations.
- The Ministry of Finance and Planning now invites eligible Individual Consultants to indicate their interest in providing the above-mentioned services. Interested consultants must provide information indicating that they are qualified to perform the services and furnish the Curriculum Vitae (CV) in the prescribed form that will be provided with the TOR upon request through the e-mail given below.
