ESWATINI WATER SUPPLY AND SANITATION ACCESS PROJECT

Assignment Title: Consultancy to Draft a National Disaster Risk Finance Strategy for the Kingdom of Eswatini

  • Background The ability of the Kingdom of Eswatini to develop sustainably is challenged by its vulnerability to climate-related shocks and hazards which include droughts, wildfires, and floods. These shocks have wreaked havoc on an increasing scale in recent years, and their increasing trends remain a concern to the country’s socio-economic and sustainable development. This, together with the concentration of social assets in risk-prone areas due to population increase, inappropriate and ad hoc land use planning, contribute to rising economic loss and human sufferings from these shocks. It is, therefore, important for the government to assess the economic and fiscal impacts of disasters and ensure timely availability of financial resources for disaster preparedness, response, recovery, and reconstruction which can reduce financial distress, and ultimately the human and economic cost of disasters. The Sendai Framework (SF) for Disaster Risk Reduction 2015-2030 advocates for ‘the substantial reduction of disaster risk and losses in lives, livelihoods and health and in the economic, physical, social, cultural and environmental assets of persons, businesses, communities and countries. It recognizes that government has the primary role to reduce disaster risk, but that responsibility should be shared with other stakeholders including local government, the private sector and other stakeholders. Implicit in the goal of the Sendai Framework is the need for countries to allocate, facilitate new, and leverage existing resources.
  • Assignment Objectives and Scope

The objective of the consultancy is to support the GoE in developing a National Disaster Risk Finance Strategy (DRFS) and action plan that includes a financing plan for disaster relief, early recovery and reconstruction, covering, as relevant, the full range of potential disaster risk financing instruments and policy developments. The strategy will be developed under the joint leadership of the Ministry of Finance, the Ministry of Economic Planning and Development and the National Disaster Management Agency (NDMA) constituting the DRFS steering committee responsible for implementation of the DRFS.   • Consultant Qualification and Experience

The EWSC (Eswatini Water Services Corporation) now invites eligible Individual Consultants (‘’Consultants’’) to indicate their interest in providing the consultancy services to draft a National Disaster Risk Finance Strategy for The Kingdom of Eswatini. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform these Services. The shortlisting criteria are:

3.1 At least a Masters level degree in Economics, Finance, Public Policy or other relevant discipline or equivalent professional training.

3.2 At least 10 years of demonstrated experience working on disaster risk management and risk financing policies and programs, as well as insight into international aid architecture and development aid trends; experience working with governments in the southern Africa region will be an added advantage:

  • 3.2.1 Experience in a senior level public service role with demonstrated ability to engage, influence, and build consensus among senior level technical and political government officials;
  • 3.2.2 Demonstrated understanding of risk finance instruments including disaster reserve funds, contingent credit, and risk pools;
  • 3.2.3 Demonstrated analytical and research skills on issues related to impact of crises/shocks, vulnerability, and risk management and;
  • 3.2.4 Superior writing and communication skills, to convey complex ideas concisely and convincingly and strong inter-personal skills. Ability to function effectively in multi-disciplinary and multi-cultural teams.

The attention of interested Consultants is drawn to paragraphs 3.14 to 3.17 of the World Bank’s Procurement Regulations for IPF Borrowers dated July 2016, revised in November 2017 and August 2018 setting forth the World Bank’s Policy on Conflict of Interest.

A Consultant will be selected in accordance with the Individual Consultant Selection method set out in the World Bank’s Procurement Regulations for IPF Borrowers dated July 2016, revised in November 2017 and August 2018.
