- The Government of the Kingdom of Eswatini-GoKE (hereinafter called “Borrower”) has received financing from the International Bank for Reconstruction and Development (IBRD) (the “Bank”) toward the cost of the Eswatini Water Supply and Sanitation Access Project and intends to apply part of the proceeds toward payments under this contract. The Eswatini Water Services Corporation (EWSC) will be an implementing agency of the Borrower.
- The EWSC now invites sealed Bids from eligible Bidders for the construction of the main pipeline between Nhlangano and Siphambanweni. The pipeline route follows the MR11 for approximately 44km consisting of diameters ranging between DN250 – DN355. The pipeline consists of both ductile iron pipes and uPVC pipes with associated valves and fittings. The lateral pipelines are connected to the main pipeline and traverse through existing communities along the MR 11, these are approximately 27km long consisting of diameters ranging between DN63 – DN 200. The lateral pipes are uPVC and HDPE pipes with associated valves and fittings and water kiosks. The expected construction period is 15 months. It is expected that the contractor complete and handover work in 3 Phases (divided according to the Tinkhundla areas) within the 15 months.
- Bidding will be conducted through international competitive procurement using Request for Bids (RFB) as specified in the World Bank’s “Procurement Regulations for IPF Borrowers- Procurement in Investment Project Financing” (“Procurement Regulations”), and is open to all eligible Bidders as defined in the Procurement Regulations.
- Interested eligible Bidders may obtain further information from: Eswatini Water Services Corporation – Procurement Coordinator – [email protected] copy to [email protected] and inspect the Bidding document during office hours 08:30 to 16:30 at the address given below.
- The Bidding Document in English may be purchased by interested eligible Bidders upon the submission of a written application to the address below and upon payment of a nonrefundable fee of SZL2 500 (Two Thousand Five Hundred Emalangeni Only) or equivalent. The method of payment will be – cash payment/presenting bank guaranteed cheque at the Eswatini Water Services Corporations’ revenue centre in Ezulwini (The Gables) upon which a receipt shall be issued. Alternative payment can be by bank transfer to Account Name– Eswatini Water Services Corporation, Bank Name – Standard Bank, Account No – 9110000596666, Branch Code – 663164, SWIFT CODE – SBIC SZ MX. Proof of payment should be sent to [email protected] and copy [email protected] after which the bidding document will be emailed to the prospective bidder.
- Bids must be delivered to the address below on or before 12h00 local time on 01 March 2024 and deposited into a designated tender box. Electronic Bidding will not be permitted. Late Bids will be rejected. Bids will be publicly opened in the presence of the Bidders’ designated representatives and anyone who chooses to attend at the address below on [12h05 local time on 01 March 2024].
- A Pre-Bid meeting shall take place at the following date, time and place: Date: 07 February 2024

A site visit conducted by the Employer shall be organized and shall be held after the pre-bid meeting on the same day.
Bidders are to meet the Employer’s Representative at the abovementioned venue.
The pre-bid meeting and site visit are compulsory.
- All Bids must be accompanied by a Bid Security of SZL 2 million (Two Million Emalangeni) in the form as specified in ITB 19.3 of the bidding document.
- All Bids must be accompanied by a Sexual Exploitation and Abuse (SEA) and/or Sexual Harassment (SH) Declaration.
- Attention is drawn to the Procurement Regulations requiring the Borrower to disclose information on the successful bidder’s beneficial ownership, as part of the Contract Award Notice, using the Beneficial Ownership Disclosure Form as included in the bidding document.
