  • Background: The Ministry of Communications and Technology (MoCT) is the lead Federal Government body mandated to formulate national policies related to post, telecommunications, and information and communications technologies (ICT). Its mandate also includes overseeing ICT sector standards, Promoting the development and growth of telecommunication infrastructure and ICT, Protecting the interests of consumers, Fostering a knowledge-based economy and information society in Somalia. In performing its duties, the MoCT is guided by the Constitution of the Federal Republic of Somalia (FGS) and other relevant laws. For example, in 2017, the MoCT notably championed and supported the adoption of a new National Communications Law, which underpins regulation of the ICT sector. In 2019, the MoCT also spearheaded the development of Somalia’s first National ICT Policy and Strategy for the period 2019-2024. The establishment of a National Data Center is a key component of the World Bank-funded Somalia Capacity Advancement, Livelihoods and Entrepreneurship through Digital Uplift Project (SCALED-UP). SCALED-UP’s development objective is “increase access to more affordable internet, crowd-in private investment in the ICT sector, and improve the government’s capacity to deliver digital government services in Somalia, by contributing to the development of a regionally integrated digital infrastructure and enabling environment
  • Responsibilities:

The Technical Advisor is responsible for supporting the Ministry of Communications and Technology (MoCT) and the Project Implementation Unit (PIU) in key areas related to the National Data Centre; The advisor will work closely with MoCT to develop a business model for managing and expanding National Data Centre assets and their role within the Somalia Government; Additionally, He/ She will create a concise roadmap for Data Center facilities, ensuring that all dependencies are delivered on time and meet operational requirements. This roadmap will also include a structured onboarding schedule for integrating various services into the planned Data Centres.The role involves managing the scope and schedules of the Data Centre(s), prioritizing tasks, and overseeing project management activities to coordinate decisions across multiple teams. The advisor will define and track timelines and milestones, ensuring project objectives are met efficiently. He/ She will also set Key Performance Indicators (KPIs), monitor progress, and measure team effectiveness while providing regular reports and communication to both internal and external stakeholders; Risk management is a critical component of this role, requiring the advisor to identify potential risks early, implement mitigation strategies, and communicate challenges in a timely manner.   • Duration: The proposed duration for the assignment is for an initial period of 12 months and is subject to a 3-month probationary period based on satisfactory performance, including timely and high-quality deliverables. The Consultant’s contract may be renewable for the duration of the project based on satisfactory performance, completion of assigned duties, and the availability of funds.
  • Selection Criteria: The selection shall be based on qualification, experience and skills of the candidate and followed by an interview. The following qualifications are required:
  • Master’s Degree or higher in fields such as Project and Strategic Management, Electrical or Mechanical Engineering, Building design, etc.
  • Have a minimum of 6 years’ experience in delivering multidisciplinary projects involving high value capital equipment.
  • Experience working with governments in one or more similar projects in the last five years, focused on ICT development, with strong preference for prior examples of leading digital infrastructure initiatives.
  • Qualifications in Project Management are preferred (PMP, IPMA, PRINCE II or equivalent).
  • Well experienced user of ERP systems and Microsoft Office Software (MS Word, MS Excel, MS Project, MS PowerPoint).
  • Can-do mentality, flexible and capable of dealing with high stress situations.
  • Experience with coordinating the management and roadmap creation, technical guidelines/blueprints, targets/deadlines, budgets, capacity/component planning.
  • Advanced knowledge and quick learner of modern digital tools for product management and groupware (jira, slack, gsuite, GCP, confluence, MS Office, Clickup, Miro, Pipedrive)
  • Excellent communications skills.

  • Attention of interested Consultants is drawn to section III, para 3.14,3.16 & 3.17 of the World Bank’s Procurement Regulations for IPF Borrowers: Procurement in Investment Projects Financing Goods, Works, Non -Consulting and Consulting Services dated in September 2023 (“Procurement Regulations”), setting forth the World Bank’s policy on conflict of interest.
  • A Consultant will be selected in accordance with the Individual Consultant method set out in the World Bank Procurement Regulations.
