The Government of Kingdom of Eswatini, Ministry of Finance, Treasury Department has received financing from the World Bank/European Union toward the cost of the IFMIS and PFM Capacity Building Project and intends to apply part of the grant toward payments under the contract for the Supply and Installation of Integrated Financial Management Information System (IFMIS) and Infrastructure/Hardware Requirements. The Treasury Department of the Ministry of Finance will be the implementing agency.

This contract will be jointly financed by the Government of the Kingdom of Eswatini. The Procurement process will be governed by the World Bank’s Procurement Regulations for IPF Borrowers. The objectives of developing the IFMIS is to improve financial management and budgeting, and the quality and timelines of public financial management information. The estimated duration of the project is 3 years from the date of contract signature to the end of the post go-live support.

The Treasury Department now invites sealed Bids from eligible Bidders for the supply and installation of an Integrated Financial Management Information System, including infrastructure/hardware requirements and post go-live support of two years.

The bidding will be conducted through international competitive procurement using Request for Bids (RFB) as specified in the World Bank’s “Procurement Regulations for IPF Borrowers” dated July 2016, revised in November 2017 and August 2018; (“Procurement Regulations”), and is open to all eligible Bidders as defined in the Procurement Regulations.

Interested eligible Bidders may obtain further information during office hours 09h00 hours to 16h00 hours local time (GMT+2) on working days (Monday to Friday) at the address given below.

The bidding document shall be written in English and may be purchased by interested eligible Bidders upon the submission of a written application to the address below and upon payment of a non-refundable fee of US$300. The written application must include a physical delivery address for the courier delivery of the RFB information.

The method of payment will be cash or EFT (See account details below). The EFT payment must have the following reference “[Bidder name]-IFMIS RFB”. The written application must include the proof of payment advice. The document consisting of a compact disc will be sent by courier to the address specified in the written application.

Electronic Bidding will not be permitted. Late Bids will be rejected. Bids will be publicly opened in the presence of the Bidders’ designated representatives and anyone who chooses to attend at the address below on 15 October 2019 at 12h00 local time, (GMT+2). All Bids must be accompanied by a Bid Security amount of USD 85, 000 as specified in the RFB document.
