• This Invitation for Bids follows the General Procurement Notice for this Project that appeared in the dgMarket 19 May 2011.

• The Government of Swaziland has received financing from the International Bank for Reconstruction and Development (IBRD) towards the cost of a five-year Health HIV/AIDS and TB Project in the amount of US$20 Million equivalent, and it intends toapply part of the proceeds of this loan to payments under the Contract for Supply and Delivery of ten (10) Blood Grouping Gel Semi Automated Equipment. This contract will be jointly financed with the European Union in the amount of Euro 14.5 million

• The Health, HIV/AIDS and TB Project now invites sealed bids from eligible and qualified bidders for:

Supply and Delivery of ten (10) Blood Grouping Gel Semi Automated Equipment to Swaziland National Blood Transfusion Service Mbabane, Swaziland.

4.Bidding will be conducted through the International Competitive Bidding (ICB) procedures specified in the World Bank's Guidelines: Procurement of goods, works and non-consulting services under IBRD Loans and IDA Credits" dated January 2011 and is open to all bidders from Eligible Source Countries as defined in the Guidelines.

• Interested eligible bidders may obtain further information from the Health, HIV/AIDS and TBProject and inspect the Bidding Documents at the address given below at 9 (a) from 9.00 am to 16.00pm local time.

• Qualifications requirements include:

i) Provide copies of audited accounts for the pastthree financial years (2009 to 2011);

ii) Documentary evidence of having supplied similar items (by value, quantity and specification) to at least two other Purchasers during the past two years – this may be in the form of a statement from the purchaser/customer or a copy of a signed delivery note;

iii) Documentary evidence that after sales service and support will be available for all itemsoffered; and

A margin of preference for certain goods manufactured domestically shall not be applied. Additional details are provided in the Bidding Documents.

7.A complete set of Bidding Documents in English may be purchased by interested bidders on thesubmission of a written Application to the address given at 9 (a) and upon payment of a nonrefundable fee of Five Hundred Emalangeni (E500) or equivalent in any freely convertible currency at the prevailing exchangerate. The method of payment will be cash or bank certified Cheque. Should the Bidding Documents be required to be sent by express mail the applicant willclearly indicate the delivery address and pay an extra E200.00 for express mail delivery within Swaziland or USD80.00 for express mail delivery outside the country.

• Bids must be delivered to the address at 9 (b) at or before 9.00 am local time on Friday the 16th November, 2012. Electronic bidding will not be permitted. Late bids will be rejected. Bids will be opened in the presence of the bidders' representatives who choose to attend in person at the address at 9 (c) at 9.00 am local time on Friday the 16th November, 2012. All bids must be accompanied by a bid security of not less than two percent (2%) of the bid price. The Bid Security shall be duly signed and sealed by the Guarantor(s).
