The Government of the Federal Republic of Somalia has received financing from the World Bank toward the cost of De-Risking, Inclusion and Value Enhancement of pastoral economies in the Horn of Africa Project (DRIVE) and intends to apply part of the proceed for consulting services.

The Consulting Services (the Services) is required to Comprehensively assess the management systems, address gabs and develop necessary documentation under the Somalia Bureau of Standards to facilitate the road to system certification and accreditation on Quality Management System

The consultancy service is expected to be conducted over a period of 6 months from commencement

The Ministry of Finance now invites eligible consulting firms (“Consultants”) to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services (brochures, description of similar assignments, experience in similar conditions, availability of appropriate skills among staff, etc.). The short-listing criteria are as follows:

  • Minimum of 10years of business operation with specific experience in implementing ISO 9001:2015 quality management systems, Demonstrated experience in quality management system design, implementation and certification, including development of quality manuals, procedures, and conducting gap analyses and internal audits, Demonstrable experience in delivering comprehensive ISO certification projects and providing continuous support throughout the certification process, Must be registered/accredited with relevant professional bodies or certification organizations and maintain membership in relevant professional associations related to quality management
  • Experience of conducting similar assignments (Must have successfully completed at least three similar projects). The Consultant shall provide the name and contact address of the Client (office and e-mail address and telephone number), date(s) of execution, name (s) of lead and associate firms, contract amount and financing sources.
  • Experience of relevant services in an environment similar to that of Somalia (Familiarity with Sub-Saharan Africa's specific challenges and opportunities, especially in quality infrastructure development and standardization); and
  • The technical and managerial organization of the firm. (Provide only the structure of the organization). Do not provide CVs of staff. Key experts will not be evaluated at the shortlisting stage

The attention of interested Consultants is drawn to paragraphs 3.14, 3.16 and 3.17 of the World Bank’s Procurement Regulations for IPF Borrowers: Procurement in Investment Financing - Goods, Works, Non-Consulting and Consulting Services dated July 2016 and revised in November 2017 August 2018 and November 2020, (“Procurement Regulations”), setting forth the World Bank’s policy on conflict of interest.

Consultants may associate with other firms to enhance their qualification but should indicate clearly whether the association is in the form of a joint venture and/or a sub consultancy. In case of a joint venture, all the partners in the joint venture shall be jointly and severally liable for the entire contract, if selected.

A Consultant will be selected in accordance with the Quality and Cost Based Selection(QCBS) method set out in the World Bank’s Procurement Regulations
