- The Federal Government of Somalia through the Ministry of Finance has received financing from the World Bank toward the cost of Somalia Urban Resilience Project II (SURPII) and intends to apply part of the proceeds toward payments under the Contract for Construction of Inner Ring Road: KM0+000 to KM3+000 Beledweyne Municipality. For this contract, the Borrower shall process the payments using the Direct Payment disbursement method, as defined in the World Bank’s Disbursement Guidelines for Investment Project Financing.
- The Beledweyne Municipality now invites sealed Bids from eligible Bidders for the Contract for Construction of Inner Ring Road: KM0+000 to KM3+000 Beledweyne Municipality.
- The scope of the work include but not limited to:
- Construction of diversions and allowing for passage of traffic.
- Site clearance and top layer stripping.
- Earthworks (approx. 48,700 m3)
- Structural excavation (100 m3), construction of different sizes of concrete pipe culverts of various diameters (3,020 m) including headwalls, wing walls and storm drainage works.
- Construction in cubic meters subbase (21,000 m2) and base course (34,000 m2).
- Rigid Concrete surfacing (17000 m2)
- Road furniture (precast concrete curbstone, traffic signs, guard rails, handrails, and safety barriers).
- Other appurtenant facilities as shown in the bidding document.
The construction period will be 14 months and a Defects Liability Period of Twelve (12) months.
- Bidding will be conducted through open national competitive procurement using a Request for Bids (RFB) as specified in the World Bank’s “Procurement Regulations for IPF Borrowers” dated July 2016, revised November 2017, August 2018, November 2020 and updated September 2023 (“Procurement Regulations”), and is open to all Bidders as defined in the Procurement Regulations.
- Interested eligible Bidders may obtain further information from PIU Office, Beledweyne Municipality, Email address: [email protected] and inspect the bidding document during office hours 0900 to 1500 hours Mogadishu local time from Saturday to Thursday exclusive of public holidays.
- The bidding document in English may be purchased by interested eligible Bidders upon the submission of a written application to the address below and upon payment of a nonrefundable fee of One Hundred and Fifty US Dollars Only (USD 150). The method of payment will be:

Once the payment is received the Bidding document will be sent through email to or PICKED-UP at the Project Implementation Unit Beledweyne PIU, Beledweyne by the Bidder.
- A virtual pre-bid meeting shall be conducted by the Employer on 9th January 2025 at 10:30am Mogadishu time.
- Electronic Bidding will be permitted. Late Bids will be rejected
- Bids must be delivered to the address below on or before 21st January 2025 at 10:30am Mogadishu time. Electronic Bidding will be permitted. Bids must be encrypted using a password that will be provided by participating bidders on 21st January 2025 at 10:30am Mogadishu time. Bids submitted after the deadline will be rejected and submitted bids whose password not received on specified deadline will not be opened and will be rejected and returned to the bidders unopened. Bidders will receive a Google Meet or Zoom invitation to the public opening of bids on 21st January 2025 10:30am Mogadishu time in the presence of the Bidders' designated representatives and anyone else who wishes to attend at the address below.
- All Bids must be accompanied by a Bid-Securing Declaration using the form included in Section IV, Bidding Forms.
- Your attention is drawn to the Procurement Regulations requiring the Borrower to disclose information on the successful bidder’s beneficial ownership, as part of the Contract Award Notice, using the Beneficial Ownership Disclosure Form as included in the bidding document.
