The Government of Somaliland has received financing from the World Bank toward the cost of Enhancing Public Resource Management Project (SERP) and intends to apply part of the proceeds for consulting services. The Civil Service Commission (CSC), a key institution mandated to lead human resource management (HRM) reform, intends to develop a comprehensive Strategic Plan for 2025–2028. The objective of the assignment is to develop a results-oriented strategic plan that outlines the CSC’s vision, mission, strategic goals, objectives, and priorities in alignment with national development priorities (NDPIII, Vision 2030, and SDGs), and to provide a practical roadmap for implementation, M&E, and resource mobilization.

The Consulting Services (the Services) include five key areas: 1) Desk review of key documents. 2) Key informant interviews and focus group discussions. 3) Field visits as required. 4) Use of participatory planning tools (SWOT, Theory of Change, stakeholder mapping). 5) Facilitated validation workshops for stakeholder engagement and consensus building.

The Somaliland Ministry of Finance and Economic Development (MoF&ED) now invites the eligible consulting firm (“Consultants”) to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services. (Brochures, description of similar assignments, experience in similar conditions, availability of appropriate skills among staff, etc.). The short-listing criteria are as follows:

  • Core business of the firm focuses on public administration reform, governance, public sector modernization. At least 5 years of experience in strategic planning, HRM reform, or public sector institutional development.
  • Experience of conducting similar assignments (At least 5 years of specific experience in developing strategic plans for government institutions, particularly civil service reforms and HRM systems, Proven track record in conducting participatory consultations, developing strategic frameworks, and facilitating validation workshops, The Consultant must provide:
  • Name and contact details of the client.
  • Date(s) of assignment.
  • Names of lead and associate firms (if applicable).
  • Contract amount and financing sources
  • Experience in similar environments. (Demonstrated experience delivering assignments in fragile, conflict-affected, or low-capacity settings, preferably with direct experience in Somaliland or similar contexts.)
  • Technical and managerial organization of the firm. (Provide the organizational structure supporting effective project management, technical delivery team. Do not provide CVs of staff. Key Experts will not be evaluated at the shortlisting stage.

The attention of interested Consultants is drawn to paragraphs 3.14, 3.16 and 3.17 of the World Bank’s Procurement Regulations for IPF Borrowers: Procurement in Investment Financing - Goods, Works, Non-Consulting and Consulting Services dated July 2016 and revised in November 2017 August 2018, November 2020, September 2023 and February 2025, (Procurement Regulations”), setting forth the World Bank’s policy on conflict of interest.

Consultants may associate with other firms to enhance their qualification but should indicate clearly whether the association is in the form of a joint venture and/or a sub consultancy. In case of a joint venture, all the partners in the joint venture shall be jointly and severally liable for the entire contract, if selected.

A Consultant will be selected in accordance with the Consultant Qualification Selection (CQS) method set out in the World Bank’s Procurement Regulations.
