Assignment Title: Consultancy Firm to Support the Development and Implementation of the Early Grade Reading and Early Grade Mathematics in Eswatini Primary Schools (Grades 1-3)

• BACKGROUND OF THE PROJECT The Ministry of Education & Training MOET has entered into a loan agreement with the World Bank towards the cost of Strengthening Basic Education Support to Human Capital Development in Eswatini, Project: P173151 and intends to apply part of the proceeds for consulting services.

• BACKGROUND OF THE ASSIGNMENT The consultancy will support effective implementation of Eswatini’s Competency Based Education (CBE) curriculum in English, siSwati, and Mathematics in Grades 1 to 3 by supporting the development and roll out of an Early Grade Reading and Mathematics Program−. Drawing from international and regional best practice, the Early Grade Reading and Mathematics Program will use a combination of measurement of learning outcomes, highly specified curricula, teacher training on instructional methods and teacher support such as on-site coaching, and the provision of appropriate teaching and learning materials. Implementation will follow phased approach, starting with preparation in 2023/24, Grade 1 implementation in 2025, Grade 2 implementation in 2026 and Grade 3 implementation in 2027.

• INVITATION TO CONSULTANTS The Ministry of Education & Training now invites eligible consulting firms to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services as stipulated in Terms of References.

The attention of interested Consultants is drawn to paragraph 3.14 to 3.17 of the World Bank’s Procurement Regulations for IPF Borrowers dated July 2016, revised in November 2017, August 2018, November 2020 and September 2023 setting forth the World Bank’s Policy on Conflict of Interest. Consultants may associate with other firms to enhance their qualifications. Where firms are associating, the submission must include verifiable evidence of association from all the parties.

The Consultancy firm will be selected in accordance with the Consultancy Qualification Base Selection method set out in the Consultant Guidelines.
