INTERNATIONAL NOTICE OF EXPRESSION OF INTEREST

For the Selection of a consultancy office for Technical Assistance for Reengineering, Analysis and Digitization of Public Administration Human Resources Management Processes

The Government of the Republic of Guinea-Bissau has obtained financing of 20.0 million US dollars from the International Development Association (IDA) for the implementation of the second phase of the Public Sector Strengthening Project (PRSP II) and intends to use part of these funds to make the payments authorized under the following contract: “Technical Assistance for Reengineering, Analysis and Digitization of Public Administration Human Resources Management Processes”.

The project is structured into three components, which are:

1 - Reinforcement of the basic systems for treasury management and planning, with the preparation and implementation of the Single Treasury Account (CUT);

2 - Strengthening Human Resources Management Systems and Practices and includes support for (i) the re-engineering of human resources and pension management processes in the Public Administration; (ii) strengthening digital payroll, human resources and pension management systems in the Public Administration; and (iii) improving the quality of the server database; and

3 - Reinforcement of staff capabilities, particularly in the areas of public finances, namely public procurement; financial management, customs administration and monitoring & evaluation.

The hiring of consultancies to consolidate the database of employees and pensioners and improve processes and strengthen digital Human Resources management systems appears as a response from the Government to meet ongoing reforms.

Activity 1. Reengineering human resources and pension management processes in the Public Administration

The purpose of the contract is to map the current situation of the processes, their performance standards, indicators and constraints, building a common understanding with the actors involved, identifying adjustments, identifying the integrations that will be made to existing information systems and databases. And restructure processes in order to design the future situation of Public Administration human resources and pensions management processes, in order to improve their efficiency and effectiveness.

Results

  • Initial report describing the understanding of the activity, the proposed method, the work plan and schedule, the situation analysis, the responsibilities of the main stakeholders and a risk matrix. Training in mapping, redesign and optimization of processes.
  • Report that maps and describes the current state of administrative processes, including the diagnosis of restrictions, challenges and deficiencies in internal control that impact their efficiency and effectiveness (as-is). Representation of adjusted processes in business process notation and modeling (BPMN, in English), covering inputs and outputs, activities, executors, regulations, decisions and control points (to-be).
  • Technical and functional requirements aimed at guiding the digitalization and automation of new systems.

Activity 2. Quick analysis of the Public Administration Human Resources, payroll and pensions database

The objective of this assessment is to identify (i) the data that is necessary to improve the management and administration of Human Resources, public employee payroll and pensions; (ii) identify data sources, both in physical and digital media; (iii) identify the scope and scale of exceptions and anomalies in existing data; (iv) develop a detailed plan to improve the quality of Human Resources, payroll and pensions data, including the need for any additional data to be collected through a biometric census of civil servants and pensioners.

Results

  • Initial report that describes the understanding of the demand, the proposed method, including a detailed list of exceptions to be identified in the course of the work, the schedule, data access requirements, the responsibilities of the main stakeholders and a risk matrix.
  • Presentation of the provisional report for analysis and validation purposes to the PRSP II Reform Monitoring Committee, containing (i) data relating to Human Resources, payroll and pensions of the Public Administration; (ii) conclusions from the analysis of legal and regulatory requirements; (iii) detailed analysis of data exceptions in digital records, including any gaps between legal requirements and practice; (iv) and evaluation of data in physical documents.
  • Interim report for analysis and validation purposes by the Government.
  • Final report with all integrated recommendations approved by the Government.

Activity 3. Strategy for digitalizing public administration human resources and pension management processes

The objective of this task is to develop a strategy that the Government can adopt to guide the acquisition, implementation and sustainability of the new Integrated Human Resources Management System (IHRMS). Critically, the design of the strategy will incorporate global best practices for automating payroll and human resources management processes in similar countries - including in the region, and that are part of the list of countries in conditions of fragility, conflict and violence (FCV) of the BM, in addition to having similar levels of institutional capacity and digital development.

Results

  • Initial report highlighting the understanding of demand, method, work plan, responsibilities of key stakeholders and a risk matrix.
  • Presentation of the strategy report to the PRSP II Reform Monitoring Committee and high-level decision makers, with specific emphasis on the components indicated above, i.e. application, ICT infrastructure, training and capacity building, change management and communication, and support/maintenance, along with a results monitoring matrix.
  • Strategy proposal for validation by the Government.
  • Final strategy that includes the entire scope listed above.

Consulting Firm Requirements

The company is expected to demonstrate a minimum of 10 years of international experience specializing in Technical Assistance activities in the public sphere, including:

  • At least 5 years of proven experience in managing, coordinating and providing high-level technical assistance to governments in the area of ​​process re-engineering, human resources, strategic formulation and data analysis.
  • Proven experience of at least 5 years in implementing and/or managing digital transformation projects and developing human resources databases in the public sphere.
  • Experience in acquiring, adapting and/or implementing Integrated Human Resources Management Systems (SIGRH) is desirable.
  • Specialized experience in Guinea-Bissau and/or Portuguese-speaking countries with similar levels of institutional capacity would be an advantage.

Customer-facing team members must speak Portuguese. English and French would be an advantage. The Expression of Interest and all additional documents submitted as part of the procurement process must be submitted in English and Portuguese. In case of discrepancy, the English version will prevail.

The company must have a suitably qualified team of personnel, which must include, at a minimum, the specialists to be followed:

  • The project manager/director;
  • Specialist(s) in digital governance;
  • Specialist(s) in networks and infrastructure;
  • Specialist(s) in database management;
  • HR specialist(s);
  • Business analyst(s);
  • Specialist(s) in change management.

The start of installments is scheduled for March 2025.

A consultancy firm will be selected in accordance with the Consultant Qualifications selection (SQC) method as described in the Public Procurement Regulations for Borrowers of Investment Project Financing Transactions of the World Bank, First Edition July 2016, updated by Fifth Edition in September 2023, section «Selection methods for consultancy services», paragraphs 7.11 to 7.12.
