  • The Government of The Gambia has received financing form the World Bank toward the cost of Digital Transformation for Africa/ Western Africa Regional Digital Integration Project and intends to apply part of the proceeds towards payments under the contract for procurement of Quality of Experience Monitoring System, financed by the World Bank: For this contract, the Borrower shall process the payments using the Direct Payment disbursement method, as defined in the World Bank’s Disbursement Guidelines for Investment Project Financing
  • The Ministry of Communication and Digital Economy now invites sealed Bids from eligible Bidders for the procurement of Quality of Monitoring System brief description of Non-Consulting Services required, for Gambia Public Utility and Regulatorily Authority for 3 months[1].
  • Bidding will be conducted through international competitive procurement using a Request for Bids (RFB) as specified in the World Bank’s “Procurement Regulations for IPF Borrowers -” dated July 2023 Procurement Regulations edition as per legal agreement] (“Procurement Regulations”) and is open to all eligible Bidders (or only to prequalified Bidders as the case may be) as defined in the Procurement Regulations.
  • Interested eligible Bidders may obtain further information from Digital Transformation for Africa/Western Africa Regional Digital Integration Project located at the Ministry of Communication and Digital Economy, Tenengfara Business Complex, Bakau, The Gambia, West Africa or via [email protected] / [email protected] / [email protected] and inspect the bidding document during office hours 8:00 am to 16:00 hours from Mondays to Thursdays and 8:00 am to 12:30 pm on Fridays, at the address given.
  • The bidding document in English Language may be purchased by interested eligible Bidders upon the submission of a written application to the address below and upon payment of a nonrefundable fee[2] of USD 400.00 (Four Hundred United States Dollars Only). The method of payment will be by Cash or Bank transfer.[3] The document will be sent by hardcopy or electronic to [email protected] / [email protected] .[4]
  • Bids must be delivered to the address below on or before 13:00 hours, 20th June 2024. Electronic Bidding will be permitted. Late Bids will be rejected. The outer Bid envelopes marked “ORIGINAL BID”, and the inner envelopes marked “TECHNICAL PART” will be publicly opened in the presence of the Bidders’ designated representatives and anyone who chooses to attend, at the address below, on DFTA/WARDIP Conference Hall, 13:15 hours, 20th June 2024. All envelopes marked “FINANCIAL PART” shall remain unopened and will be held in safe custody of the Employer until the second public Bid opening.
  • All Bids must be accompanied by a “Bid Security” as appropriate of USD6,000.00 (Six Thousand United States Dollars Only)
  • Attention is drawn to the Procurement Regulations requiring the Borrower to disclose information on the successful bidder’s beneficial ownership, as part of the Contract Award Notice, using the Beneficial Ownership Disclosure Form as included in the bidding document.
