ADDENDUM NO.1 - SUBMISSION OF EOIs via ELECTRONIC MEANS

REQUEST FOR EXPRESSION OF INTEREST

ESWATINI WATER SUPPLY AND SANITATION ACCESS PROJECT

Reference is made to the Request for Expression of Interest (REOI) below published by the Government of Eswatini through the Eswatini Water Services Corporation on UN Development Business on 28 February 2020 ref - SZ-EWSC-159501-CS-QCBS for the Consultancy services for the design, bidding documents and construction supervision for the Eswatini Water Supply and Sanitation Access project in the Kingdom of Eswatini.

In light of the Coronavirus (COVID-19) pandemic and the risks associated with the hand submission of the Expression of Interest documents, the Government of the Kingdom of Eswatini, through the Eswatini Water Services Corporation hereby issues an addendum to the initial EOI issued; the submission requirements are revised to include electronic submissions.

Assignment Title: Consulting services for preparation of the final design, bidding documents and construction supervision for the Eswatini Water Supply and Sanitation Access project in the Kingdom of Eswatini.

The Government of the Kingdom of Eswatini, Ministry of Natural Resources and Energy has applied for financing from the World Bank towards the cost of the ESWATINI WATER SUPPLY AND SANITATION ACCESS PROJECT and intends to apply part of the proceeds for these consulting services.

The consulting services (‘’services’’) include support to the Eswatini Water Services Corporation (EWSC) with the preparation of final detailed engineering designs, elaboration of documents, assistance during procurement, construction supervision, contract management and project management for the Nhlangano – Siphambamweni water supply scheme. The duration of the assignment is expected to be 36 months. The scope of the project includes, but is not limited to; 3x3.2ML reservoirs, pump station, 62km gravity main, 3km pumping main, 244km lateral networks and 24 water kiosks.

The EWSC now invites eligible consulting firms (‘’Consultants’’) to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services. The shortlisting criteria are:

• Core Business: minimum 10 years' experience providing similar services for water supply infrastructure.

• Demonstrate experience having satisfactorily completed at least 2 assignments of similar magnitude and complexity in the past five years as a Consultancy on the design and construction supervision of water supply infrastructure, inclusive of water treatment plant, pumping mains, storage reservoirs, gravity mains, network reticulation.

• Demonstrate experience having completed at least one assignment involving the design and supervision of water supply infrastructure in Africa from year 2014-2019.

• Technical and managerial capability of the firm to execute this contract.

The attention of interested Consultants is drawn to paragraphs 3.14 to 3.17 of the World Bank’s Procurement Regulations for IPF Borrowers dated July 2016, revised in November 2017 and August 2018 setting forth the World Bank’s Policy on Conflict of Interest.

Consultants may associate with other firms to enhance their qualifications. Where firms are associating, the submission must include verifiable evidence of association from all the parties.

A Consultant will be selected in accordance with the QCBS method set out in the World Bank’s Procurement Regulations for IPF Borrowers dated July 2016, revised in November 2017 and August 2018.
