  • Background

The Ministry of Higher Education, Research, Science and Technology (MoHERST) seeks to engage a highly qualified Technical Advisor to provide strategic guidance and quality assurance for implementing its Higher Education Management Information System (HEMIS). This role will serve as the Ministry's technical representative, ensuring the implementing vendor’s successful delivery of the HEMIS while building internal capacity and ensuring alignment with stakeholder needs across all tertiary and higher education and research, science and technology institutions.

  • Position Overview

The HEMIS Technical Advisor will serve as the Ministry's technical expert, providing oversight and guidance during the HEMIS implementation process. This includes ensuring proper system specifications, reviewing deliverables, building institutional capacity, and coordinating between the implementing vendor and stakeholders including MoBSE, WAEC, NAQAA, higher education and research, and science and technology institutions.

  • Monitor system development progress and adherence to requirements

  • PROFESSIONAL QUALIFICATION AND EXPERIENCE
  • Required Qualifications and Experience
  • Education
  • Master’s degree in computer science, Information Technology, or related field.
  • Professional certifications in IT governance (TOGAF, ITIL, among others.)
  • Certification in project management (PMP, PRINCE2)
  • Technical Experience
  • Minimum 12 years’ experience in IT systems management.
  • 7+ years' experience overseeing education management systems implementation.
  • Proven experience in technical advisory roles.
  • Strong background in quality assurance and technical review.
  • Experience in government digital transformation projects.

Submission of Expressions of Interest:

The Ministry of Finance and Economic Affairs (MoFEA) through the Gambia Inclusive Skills and Equity Project (RISE), now invites eligible individual consultants to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the services.

The attention of interested Consultants is drawn to Section III, paragraphs, 3.14, 3.16, and 3.17 of the World Bank’s “Procurement Regulations for IPF Borrowers” dated September 2023 (“Procurement Regulations”), setting forth the World Bank’s policy on conflict of interest.

A Consultant will be selected in accordance with Individual Consultants (IC) method set out in the Consultant Guidelines. Further information and Terms of Reference can be obtained at the address below during office hours from 09:00 to 16:00 Monday to Thursday and 09:00 to 12h30 on Friday.
