- EMERGENCY

OBSTETRIC AND NEONATAL CARE (EMNOC) CONSULTANT

BACKGROUND INFORMATION

The

Government of Swaziland (GOS) has emphasized health as a priority on the

national agenda. A new Health, HIV/AIDS and TB project is proposed tosupport

the Government in its commitment to improve the health status of the Swazi

population. The World Bank and the

European Union (EU) are jointly financing the project with the Government. Specifically, the proposed project will: (i)

improve access to, and quality of health services in Swaziland, with a

particular focus on primary health care, maternal health and TB, and (ii)

increase social safety net access for OVC.

The

Ministry of Health has adopted a five-year strategic approach as reflected in

the National Health Sector Strategic Plan 2014-1018 currently being finalized

to guide its operations. Together with

the National Health Policy 2007, the Ministry of Health attaches great

importance to the health of women and children. In both documents thepriority

is to reduce maternal and child mortality through improving reproductive,

maternal, newborn and child health services.

The

MOH now invites interested, qualified candidates

to indicate their interest in providing technical support and services under

this consultancy. Selection shall be on the basis of examination and comparison

of the qualifications of the individual candidates as evidenced by their CVs.

The selected individual shall be requested to submit a costed offer to

undertake the work.

OBJECTIVE

Provide Technical Assistance to the SRH

Unit for the implementation of EmONC Training of Health care workers as

outlined in the 2014 Swaziland EmONC Services (SES): Updated EmONC Standards,

Guidelines, Staffing Norms, and Clinical Protocols with Maternal &

Perinatal Mortality Audit Committee

BRIEF DESCRIPTION OF SERVICES

i) Review and update (where

necessary) the EmONC Management Protocols in the SES

ii) Conduct Trainer of

Trainers training for national and regional trainers based on the EmONC Management

Protocols

iii) Develop Training

schedule and conduct training for health care workers in all four regions of

Swaziland on EmONC and Post Abortion

Care (including treatment of complications with MVA, family planning

counseling, and appropriate referral where necessary) as outlined in the SES

iv) Support

Maternal Death Review Audits and assist facilities to develop plans to reduce

maternal deaths as per the SES. Further, the consultant will support systematic

review and modification of Maternal Death Review policies, proceduresand

practices to reduce maternal and neonatal deaths based on recent cases,

including near miss cases.

REQUIRED QUALIFICATIONS AND EXPERIENCE:

• Medical Doctor with specialty or equivalent

advanced academic degree in Gynecology and Obstetrics in an internationally

recognized institution.

  • Master's Degree in Public health or equivalent would be an added advantage.

• Experience

of not less than 5 years in the development and implementation of EmONC

standards, protocols, guidelines and norms or teaching experience in

obstetrics.

• Experience

of not less than 5 years in clinical obstetric and neonatal care at public

health institutions in developing countries.

  • Experience in Mentorship
  • Good analytical and report writing skills in English
