REQUEST FOR CURRICULUM VITAE FOR A CONSULTANT FOR THE REVIEW, UPDATE, IMPROVEMENT AND /OR DEVELOPMENT OF STANDARDS FOR: ACCREDITATION AND CERTIFICATION OF NURSING TRAINING INSTITUTIONS, NURSING PROFESSIONALS AND OTHER AREAS.

BACKGROUND INFORMATION

The Government of Swaziland (GOS) has received a loan from theWorld Bank and a grant from the European Union to fund implementationof the Health, HIV/AIDS and TB Project. The Project will support Swaziland's efforts to address the country's health sector challenges, as outlined by the National Health Sector Strategic Plan (NHSSP) 2008-2013.

The objectives of the Health, HIV/AIDS and TB project are to (i) Strengthen the capacity of the Health Sector, (ii) improve access to and quality of health services in Swaziland with a particular focus on primary health care, maternal health and TB, and(iii) increase social safety net access for orphans and vulnerable children (OVC) through a cash transfer pilot.

Accordingly, the MOH has decided to hire a consultant for the review, updateand improvement of the Nursing Council current standards.

The MOH now invites interested, qualified candidates to indicate their interest in providing technical support and services under this consultancy. Theduration of this Consultancy is 35 days over a period of 3.5 month.Selection shall be on the basis of examination and comparison of the qualifications of the individual candidates as evidenced by their CVs.The selected individual shall be requested to submit a costed offer to undertake the work

OBJECTIVES

The general objective of the assignment is to contribute to the definition of the Nursing Council areas of intervention according to its law as well as contribute to improving quality health care services that demonstrate professionalism.

Specific objectives of this assignment are: Colleagues,

  • To provide the Swaziland Nursing Council (SNC) with the necessary updated and improved standards for accreditation of nursing training institutions.
  • To provide the SNC with Updated and improved standards for certification of facilities where students are placed for practicum taking into consideration the departments and expertise thereof.
  • To provide the SNC with updated and improved Standards for Registration/ Certification of Nursing professionals in Swaziland's context and according to its governing Law.
  • To provide specific updated and practical standards andguidelines to certify Continuing Professional Development.

DESCRIPTION OF SERVICES

i. Prepare a detailed work plan for the consultancy.

ii. Perform a literature review on the subjects of the assignment for the best practices at international level, and regional level focusing in Africa region.

iii. Prepare a document containing the proposed methodology, guideline, framework and process of developing standards for the review, update, improvement or development of standards for the following processes:

  • Accreditation of Nursing Training Institutions,
  • Registration and Certification of Nursing Professionals (including Continuing Professional Development
  • Certification of Public and Private Institutions in the health sector in which nursing students are placed for practicum taking.
  • Certification of private facilities in the health sector as well as nursing agencies owned and operated by registered nurses.

iv. Prepare the set of reviewed, updated, improved or new developed standards for each of the processes defined in item (iii).

v. Prepare and conduct -jointly with the designated focal persons from the SNC- a workshop for the consensus building process on the set of prepared standards.

vi. Conduct a training seminar for the SNC member and significant stakeholders on the methodology, guidelines and other procedures for the implementation of the standards.

vii. Prepare a final report containing all the incidences related to the consultancy and the new set of standards approved by the SNC.

REQUIRED QUALIFICATIONS AND EXPERIENCE:

  • Registered Nurse with a Master's Degree in Nursing Science or equivalent, (PhD will be a plus)
  • At least seven (7) years of experience in nursing profession regulation
  • At least three (3) successful experiences in standards development for purposes of accreditation, registration and certification in nursing.
