The GIRAV has received financing from the World Bank toward the cost of the Designed and built an Information System to support Ministry of Lands, Regional Government and Religious Affairs (MLRG&RA) intends to apply part of the proceeds toward payments under the contracts[1] for THE DESIGN AND DEVELOPMENT OF A LAND INFORMATION SYSTEM FOR THE MINISTRY OF LANDS, REGIONAL GOVERNMENT & RELIGIOUS AFFAIRS (MLRG &RA)

• GIRAV now invites sealed Bids from eligible Bidders for THE DESIGN AND DEVELOPMENT OF A LAND INFORMATION SYSTEM.

• Bidding will be conducted through international competitive procurement using a Request for Bids (RFB) as specified in the World Bank’s “Procurement Regulations for IPF Borrowers”dated February 2025(“Procurement Regulations”) and is open to all eligible Bidders as defined in the Procurement Regulations.

• Interested eligible Bidders may obtain further information or the TOR from Gambia Inclusive and Resilient Agriculture Value Chain Development Project, [email protected] / [email protected] and inspect the Bidding document during office hours 8:00am to 16:00 hours from Mondays to Thursdays and 8:00 to 12:30pm Fridays at the address given below.

• The Bidding document in English may be purchased by interested eligible Bidders upon the submission of a written application to the address below and upon payment of a nonrefundable fee of five hundred United state dollars USD500 The method of payment will be by cash which will be provided upon request. The document will be sent by soft copy.

• Bids must be delivered to the address below on or before 11th December 2025 .11:30 am Electronic bidding will Not be permitted. Late Bids will be rejected. The outer Bid envelopes marked “ORIGINAL BID, and THE DESIGN AND DEVELOPMENT OF A LAND INFORMATION SYSTEM” will be publicly opened in the presence of the Bidders’ designated representatives and anyone who chooses to attend, at the address below: Ministry of Agriculture Conference Room at 11:30am 11th December 2025

• All Bids must be accompanied by a Bid Security amounting to GMD1,300,000.00 equivalent to USD18,000 from a reputable Bank and shall be valid for 120 days

• All Bids must be accompanied by a Sexual Exploitation and Abuse (SEA) and/or Sexual Harassment (SH) Declaration.

• Attention is drawn to the Procurement Regulations requiring the Borrower to disclose information on the successful bidder’s beneficial ownership, as part of the Contract Award Notice, using the Beneficial Ownership Disclosure Form as included in the bidding document.
