(CONSULTING SERVICES – FIRMS SELECTION)

ESWATINI WATER SUPPLY AND SANITATION ACCESS PROJECT (EWSSAP): DROUGHT MANAGEMENT PLANS FOR URBAN AREAS AND TOWNS IN THE KINGDOM OF ESWATINI

Assignment Title: Consulting services to develop drought management plans for municipalities and towns in the Kingdom of Eswatini under the EWSSAP.

Reference No.: SZ-EWSC-185139-CS-QCBS (EWSC 13 of 2020/21)

The Government of the Kingdom of Eswatini, Ministry of Natural Resources and Energy has received financing from the World Bank towards the cost of the ESWATINI WATER SUPPLY AND SANITATION ACCESS PROJECT. Part of the finance is for improving Eswatini’s drought preparedness and resilience. Consultancy services are required to develop drought management plans for 14 municipal councils and towns in the Kingdom of Eswatini facilitated by the National Disaster Management Agency (NDMA).

The consulting services include supporting the National Disaster Management Agency develop:

  • Drought preparedness and contingency plan for 14 Municipal Councils and towns in country,
  • An implementation roadmap for the specified jurisdictions/communities within the components of the targeted jurisdiction using a participatory approach that involves all key stakeholders to facilitate shared learning in the process.

The scope includes but not limited to partnering with relevant experts from local public institutions (in particular, Universities) to help foster research opportunities on drought planning and management and building capacity of these institutions to undertake future iterations of drought planning.

The duration of the assignment is 18 months.

The EWSC & NDMA now invites eligible consulting firms (‘’Consultants’’) to indicate their interest in providing the Services for the drought management plans. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to provide the Services. The shortlisting criteria are:

  • Ten years progressively responsible professional work experience in disaster risk reduction, climate variability and change, and water resource management, sanitation and hygiene.
  • Proven expertise and experience in the formulation and development of drought preparedness and contingency plans for water, sanitation and hygiene
  • Experience in disaster risk reduction and management with demonstrated experience in creative concept development that can be used as a means to trigger a change in behaviour.
  • Proven understanding of disaster risk reduction and resilience, climate change adaptation and water resources management approaches
  • Experience in Southern Africa communities, disasters, and similar environments is essential.
  • Evidence of expertise in communication strategy development as well as product promotion approaches will be an added advantage.

The attention of interested Consultants is drawn to paragraphs 3.14 to 3.17 of the World Bank’s Procurement Regulations for IPF Borrowers dated July 2016, revised in November 2017 and August 2018 setting forth the World Bank’s Policy on Conflict of Interest.

Consultants are required to collaborate to enhance qualifications. Where firms are associating, the submission must include verifiable evidence of association from all the parties.

Consultants will be selected in accordance with the QCBS method set out in the World Bank’s Procurement Regulations for IPF Borrowers dated July 2016, revised in November 2017 and August 2018.
