  • Project Background

The MOH is guided by the NHSSP 2019-2023, which demonstrates the MOH’s commitment to the provision of comprehensive and integrated health services to all people in Eswatini. This plan is informed by the Sustainable Developments Goals, Universal Health Coverage (UHC) and the vision of First World Status by 2022 as clearly articulated in the Swaziland Development Index. The NHSSP 2019-2023 aligns with government’s priorities identified for the 2018-2023 Road Map. All programs, including the Prevention and Control of NCD program then formulate their strategic plan. In order to achieve the objectives of the NHSSP, cascading from the NCD strategic plan, health information is the pillar for appropriate decision making towards improving health outcomes at country and global levels.

Monitoring of the NCD strategic plan is performed in the MOH, Monitoring and Evaluation Unit under the Strategic Information Department (SID), a department launched in 2009 consisting of four units namely; Epidemiology Unit (responsible for disease surveillance and epidemiological data systems), Health Management Information System (HMIS) Unit (responsible for routine data systems), Research Unit (responsible for empirical data systems) as well as the Monitoring and Evaluation Unit (responsible for tracking of health sector performance and reporting against targets).

The Kingdom of Eswatini has a very high prevalence of risk factors for NCDs, including overweight and obesity and poor diet; as well as a very high prevalence of cardiovascular diseases, hypertension, and type 2 diabetes. The majority of those living with NCDs are currently undiagnosed. The National NCD Clinical Management Unit within the Eswatini MOH is responsible for the operational and technical oversight of service-level interventions to address the burden of NCDs and NCD risks in the Kingdom.

In line with the Government’s vision of UHC and the attainment of the highest possible level of human capital, the NCD Clinical Management Unit is being tasked to deliver an increasingly wide range of services within a limited domestic resource envelope and against headwinds of an increasing dual burden of NCDs and infectious diseases like HIV and TB. In light of the program’s responsibilities, sound information that is accurate and timely is essential to inform policy, programming, and resource allocation and form the basis of accountability for programs’ commitments to the country context and commitments to their citizens, ultimately demonstrating patient health outcome.

Objectives

  • Strengthen and support NCD related M&E systems
  • Ensure availability and quality of data on NCD services.
  • Track and monitor NCD program performance

  • Qualifications and required skills
  • Bachelor’s degree in Statistics, Economics, Public Health or another related field. Experience in Geographic Information System will be an added advantage
  • 3+ years’ experience in HMIS and M&E in Health Sector. .
  • Familiarity with data quality assessments and NCD
  • Previous experience in national quantification, forecasting of medicines and supplies
  • Experience in managing and providing training to partners and target beneficiaries
  • Previous experience working with Eswatini government or other public sector organizations in the Kingdom of Eswatini is preferable

Fluent in English and SiSwati preferable
