The detailed Terms of Reference (TOR) for the assignment may be obtained at the address given below during normal working hours or upon written request by email. 5. The National Directorate of Water Supply and Sanitation (DNAAS) as the implementing agency of the Government of Mozambique, now invites eligible consulting firms ("Consultants") to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services. 6. The shortlisting criteria are: • Be a reputable Civil Engineering Consulting firm with at least 10 years of experience in supervision and contract administration services for projects of a similar nature and complexity. • Specific experience of at least 5 years in the supervision of construction and rehabilitation works related to household sanitation facilities and public sanitation facilities in Mozambique. • Demonstrated experience in the implementation and supervision of the World Bank Environmental and Social Framework (ESF), including Environmental and Social Standards (ESS), Environmental and Social Management Plans (ESMPs), Labour Management Procedures (LMP), Stakeholder Engagement Plans (SEP), Grievance Redress Mechanisms (GRM), and SEA/SH risk management. Key Experts will not be evaluated at the shortlisting stage. 7. The attention of interested Consultants is drawn to Section III, paragraphs 3.14, 3.16 and 3.17 of the Procurement Regulations for IPF Borrowers, September 2025, setting forth the World Bank’s policy on Conflict of Interest. 8. Consultants may associate with other firms to enhance their qualifications,, but should indicate clearly whether the association is in the form of a joint venture and/or a sub-consultancy. 9. A Consultant will be selected in accordance with the Quality-and Cost-Based Selection (QCBS) method set out in the World Bank Procurement Regulations. 10. Interested Consultants may obtain further information at the address below during office hours, from 8:30 to 14:30 hours (Mozambique time), Monday to Friday. 11. Expressions of Interest must be submitted in English no later than 14:30 hours (Mozambique time) on 26 August 2026.
