1.0 Project Background
The Government of the Kingdom of Eswatini through the Ministry of Health entered into a loan agreement with the World Bank effective 10 December, 2020, to implement a project to improve the coverage and quality of key reproductive, maternal, neonatal, child and adolescent health (RMNCAH), nutrition and NCD services (hypertension and diabetes) in Eswatini. The project titled “Health System Strengthening for Human Capital Development (HSSHCD) Project” is a 5-year project under the Ministry of Health (MoH) that focuses on strengthening the health system and ramping up investments in reproductive, maternal, neonatal, child and adolescent health services as well as nutrition and non-communicable diseases (hypertension and diabetes) to address critical human capital challenges, including stunting and child and adult mortality, applying a life course approach. The project has four components namely; Component 1: Improve health service delivery to increase the coverage and quality of health services to build human capital; Component 2. Increase community demand for RMNCAH, nutrition and NCD services; Component 3. Strengthen the MOH’s stewardship capacity to manage essential health and nutrition services and project activities and Component 4: Project Management and Monitoring and Evaluation.
- Objective of the Consultancy
The objective of the consultancy is to undertake a training needs assessment (TNA) and propose a training program for the senior management team (SMT) at the MOH at the national and regional levels based on the assessment. A total of 118 officers have been targeted as beneficiaries for the leadership and management training. At the national level these are the SMT (14) comprising Principal Secretary (1), Director of Health Services (1), Under Secretaries (Administration and Technical) (2), Deputy Directors (Clinical, Public Health, Pharmacy) (3), Legal Advisor (1), Financial Controller (1), Chief Environmental Health Officer (1), Deputy Environmental Health Officer (1), Chief Health Administrator (1), Senior Medical Officer (Public Health) (1), Principal Planning Officer (1); Public Health Programme Managers (19). At the regional level the target beneficiaries (n=85) of the leadership and management training are the Regional Management Teams i.e., Principal Health Administrators, Regional Public Health Matron and Senior Medical Officers, Regional Environmental Health Officers; Health facility management i.e., Hospital Administrators, Matrons, Senior Medical Officers; and other selected heads of departments i.e., Chief Laboratory Technologists, Senior Radiographer, Senior Dental Officer
The specific objective of the consultancy is to conduct a TNA to identify appropriate competencies required to provide strategic leadership, efficiently develop, and manage resilient health programs in Eswatini, promote effective communication, collaboration and coordination, and enable evidence-based decision making at national and regional levels in order to provide high quality health services in an efficient, equitable and sustainable manner.
- Qualifications and Experience The preferred consultant should have the following qualifications, experience and competencies:
• Master’s in Leadership and Management, Human Resource Management / Health Administration/ Public Management and Governance/ Change Management and Business Administration.
• A minimum of 15 years of relevant progressive management/leadership position experience
• A minimum of 15 years’ relevant experience in leadership development of senior (Executive level) staff, of which a minimum of 10 years must be a senior leadership development consultant.
• Demonstrable experience in training needs assessment and fluency in English
- Reporting: The Consultant will work with MOH Training Officer and report to the Undersecretary (US) Administration and the Project Coordinator
- Duration of Service The period of the assignment is 6 weeks
