REQUEST FOR CURRICULUM VITAE FOR A CONSULTANT TO CONDUCT CAPACITY BUILDING ON MEDICAL EQUIPMENT MAINTENANCE SERVICES FOR THE BIOMEDICAL ENGINEERING DEPARTMENT.

Background Information

The Government of Swaziland has received financing from the International Bank for Reconstruction and Development (IBRD) towards the cost of a five-year Health HIV/AIDS and TB Project in the amount of US$20 Million equivalent. This project is jointly financed by the European Union in the amount of Euro 14.5 million.

The project has three components: thefirst two, (i) strengthening the capacity of the health sector and (ii) facility-level support to improve access, quality and efficiency ofservices will be implemented by the Ministry of Health (MOH) and the third, (iii) strengthening of the orphans and vulnerable children safety net will be implemented by the DPM's Office.

The Health, HIV/AIDS and TB Project, has made provision for a consultancy to strengthen and build capacity on Medical Equipment Maintenance Services for the Ministry of Health, Swaziland.

The main purpose of the consultancy is to provide knowledge and skills to the MOH Central Biomedical Engineering Unit and Regional Medical Equipment Technicians in order to establish sustainable maintenance and management procedures for medical equipment. Further, the capacity building will ensure that diagnostic capacity is increased and the down time of medical equipment is limited.

The MOH now invites interested, qualified candidates to indicate their interest in providing technical support and services under this consultancy. The duration of this Consultancy is Thirty (30) days. Selection shall be on the basis of examination and comparison of the qualifications of the individual candidates as evidenced by their CVs. The selected individual shall be requested to submit a costed offer to undertake the work.

Description of Services

The consultant will deliver an induction course on management, maintenance and repair of medical equipment to Bio-Medical Engineering Unit Technicians (and selected regional level technicians).

This training course will build capacity in the following areas:

  • Principles of design and operation of medical devices.
  • Trouble-shooting capacity for fault finding on broken down or inoperative equipment
  • Repair procedures including electronic circuits of medical devices.
  • Management and maintenance process of a wide range of medical equipment, including:

§ Life Support Equipment

ü Defibrillators, anaesthesia machines, critical care ventilators, infusion and syringe pumps etc.

§ Operating Room

ü Endoscopy, electro-surgical equipment, sterilizers, warmers etc.

§ Monitoring Systems

ü Electrocardiogram & ECG machines, blood pressure monitor, pulse oximeter, foetal monitor etc.

§ Therapeutic Equipment

ü Infant warmers, incubators, ultrasound

§ Test Equipment.

ü Oscilloscopes, meters, simulators

  • Electrical safety of medical equipment.
  • Basic principles and implementation procedures of Medical equipmentaudit and assets management.
  • Consultant will also provide:

ü A detailed work plan for the development of the induction course including the technical contents and training methodology (oriented mainly to a Hands-On Training).

ü The necessary training materials (other than the equipment which will be provided by MOH Biomed Unit).

ü Documentation confirming all instances of the training course, including attendance lists, photographs, practical exercises, evaluation results and certifications.

ü Evaluations and Certifications to the trainees

ü An implementation plan for the BiomedicalMaintenance Units at national and regional levels And a Management Plan for the national level Biomedical Engineering Unit as well as the implementation of regional Biomedical Engineering Units ( including thelogic Framework, indicators as well as critical and support activities).

Required Qualifications

  • A bachelor's degree/ Bachelor of Technology (B-tech) in Biomedical Engineer, Clinical Engineer or equivalent. A Master's degree on Health Facilities planning, health technology assessment or equivalent will be an added advantage.
  • Have at least five (5) years of hands-on experience at health facility level in Biomedical engineering, specifically in the area Medical Equipment Maintenance and Repair Capacity Building in developing countries (Not less than three experiences in the last seven years in developing countries). Sub-Saharan Africa experience will be an added advantage.
  • Have seven (7) years proven experience in the development of Management Plans for Biomedical Engineering Units or Electro-Medical departments in developing countries (at least three experiences in the last seven years).
