KINGDOM OF ESWATINI

The Government of Eswatini through the Ministry of Health is planning to undertake the above-mentioned project, with support from the World Bank.

• ESWATINI HEALTH SYSTEMS STRENGTHENING PROJECT

The Health System Strengthening for Human Capital Development in Eswatini (HSS4HCD) project seeks to improve the coverage and quality of key reproductive, maternal, neonatal, child and adolescent health (RMNCAH), nutrition and NCD services (hypertension and diabetes) in Eswatini. The project includes the following components: Component 1: Improve health service delivery to increase the coverage and quality of health services to build human capital; Component 2. Increase community demand for RMNCAH, nutrition and NCD services; Component 3. Strengthen the MOH’s stewardship capacity to manage essential health and nutrition services and project activities; and Component 4: Contingent Emergency Response Component. The proposed project would be financed by an IBRD loan of US$20 million, using an Investment Project Financing (IPF) instrument, over a five-year period.

The HSS4HCD project is complementary to the Eswatini COVID-19 Emergency Response Project and is designed to deepen and extend its investment impact through focusing on medium-term structural changes and the modernization of the health sector. While the emergency operation focuses on short-term needs to support capacity in prevention, detection, and response to the threat posed by COVID-19, this operation offers a medium-term horizon to strengthen the health system’s foundations and its preparedness to respond to the population’s health needs, including through strengthened health facilities that can provide high-quality care to COVID-19 patients and those with chronic diseases who are particularly susceptible to severe COVID-19, digital platforms for real-time responsive data tracking and use, and governance and stewardship to efficiently and effectively manage the health response in such a dynamic environment.

The projects will be implemented by the Ministry of Health (MOH), whereby a Project Implementing Unit (PIU) will be established within the ministry. To enhance coordination and ownership, the PIU will be housed within the MOH and integrated in the MOH’s operational and management structure. The PIU will report to the Principal Secretary (PS).

The MOH will recruit technical staff to be hired under the project. The technical staff will report to the Project Coordinators of the project (HSS4HCD in Eswatini Project – P168564 and COVID-19 Emergency Response Project – P173883).

The technical staff to be hired is (1) Human Capital Liaison Officer. The technical staff will work closely with the Project Coordinator and other staff members of the PIU and the MOH.

HUMAN CAPITAL LIAISON OFFICER

MAIN RESPONSIBILITY

The liaison will provide interface between the key human capital components, assuring cohesion between health, education, and social protection, as well as water and sanitation and hygiene interventions to help the Government of Eswatini maximize the joint impact of these investments.

DUTIES AND ACCOUNTABILITIES:

Specific responsibilities will include, but will not be limited to:

Coordination

• Support the Chair of the Inter-ministerial Technical Committee and the Project Coordinator to carry out effective Inter-ministerial coordination to effectively implement the human capital project;

• Liaise with the agencies defined in the Project Appraisal Document (PAD) and the related Project Operations Manual (POM) to inform the agenda of the Inter-ministerial Technical Committee on cross-ministry policy and operational aspects, as well as priority setting for the Inter-ministerial Policy Advisory Group;

• Lead the organization of a semi-annual event on Human Capital Development to present progress at Cabinet level.

Technical / Advisory Work to Support Policy Formulation and Strategy Development

• Evidence-based technical advisory work on human capital development to inform high-impact policy formulation and strategy development for sustainable human capital formation;

• Effective collaboration with interdisciplinary and cross-ministry teams to identify high efficacy and cost-effective ways for human capital development, including through coordination, joint targeting, colocation and evaluation of the impact of interventions;

• Lead the development of a country-specific framework for the monitoring of progress in human capital development, in coordination with the Strategic Information Department of the MOH, the lead sectors and their monitoring and evaluation departments, and building on existing monitoring/data platforms and sources;

• Drive innovation in human capital development, including through technology adoption.

Reporting and Evaluation

• Lead the preparation quarterly reporting on human capital aspects for the two Inter-ministerial bodies (at the technical and policy levels).

• Lead the preparation of reporting on human capital aspects for reporting to the World Bank (semi-annual, annual report).

• Strategic advisor on evaluation of human capital development, including proactive engagement with SID, academia, and so forth to foster the generation of robust evidence on interventions (effect and cost-effectiveness).

• Harness technology for timely monitoring and streamlined reporting on human capital development.

Dissemination

• Oversee the preparation of communication packages on human capital development to be shared with various target groups, including public and private sector entities, academia, the media, general population, and development partners.

• Strategic dissemination / communication events to disseminate progress reports and share key results at mid-term and completion or other major events/milestones.

• Participate in local, regional, and international fora to represent / present on Eswatini’s progress / success with the HCP.

Qualifications, Experience and Skills

• Master’s degree in health management, sciences, social sciences, or public administration and management

• At least 10 years’ experience in economic / social development, healthcare management or health systems strengthening working with the government or development agencies.

• Minimum 7 years’ experience in technical/management leadership capacity.

• Good knowledge of the public sector administration and the political structure and institutions of the GOE to effectively engage at all levels.

• Good track record in multi/cross-sectoral coordination within the public sector and/or development agencies.

• Experience in evidence-based policy / program / strategy formulation.

• Excellent interpersonal and capacity building skills.

• Experience working with WB funded projects, or other donor, financed project will be an advantage.

• Knowledge of World Bank project preparation and implementation procedures and reporting requirements in WB-financed projects will be an advantage.

• Excellent command of written and spoken English is a requirement.

• Good track record of publications will be an advantage.

Performance Evaluation Criteria

• Successful semi-annual events on Human Capital Development in Eswatini

• Framework document with Results Framework that enables tracing progress on HC developed and applied

• Increased evidence generation on HC using local data to inform policy formulation / strategies / operational choices related to Human Capital development

Duration of Service

Two (2) year appointment.

Reporting Obligations

The Human Capital Liaison will report to the Project Coordinator and support the Director of Health Services, who chairs the Inter-ministerial Technical Committee. The HCL will also support the Human Capital Officer – Ministry of Economic Planning and Development since he/she will be placed within this Ministry

Mbabane, with field visits as required.

Remuneration and payment schedule

In accordance with relevant World Bank Guidelines and Kingdom of Eswatini guidelines as applicable.
